CDR Scott M. Birkemeier

Commander Scott Birkemeier is a native of Columbus Grove, Ohio. Following high school, he attended the University of Dayton, earning a Bachelor of Science degree in Mechanical Engineering. After about a year working in the private sector, CDR Birkemeier decided to join the Navy.
CDR Birkemeier commissioned through Officer Candidate School and became a Surface Warfare Officer in March of 2011. His first duty station was in Sasebo, Japan on the USS ESSEX and then USS BONHOMME RICHARD as the main propulsion division officer. After two and a half years in Sasebo, he transferred to Naples, Italy, joining COMMANDER TASK FORCE 65 as the assistant operations officer, communications officer, and force protection officer. Near the end of his tour, he applied for and obtained a lateral transfer into the Engineering Duty Officer (EDO) community and received follow-on orders to Naval Postgraduate School (NPS).
At NPS, CDR Birkemeier studied Mechanical Engineering, completing his thesis by designing and building the industrial automation system for an off-grid hydrogen production system. Following NPS, he completed the EDO basic course and returned to Sasebo for his EDO qualification tour with SRF-JRMC.
At SRF-JRMC, he started off as a ship superintendent, monitoring and coordinating work across the SRF production shop, contractors, and various AITs. Five months into his tour, he was moved up to project manager for USS ASHLAND, and stayed there through her 9C1 SRA. Following that, he filled in as project manager for USS AMERICA during her 0C1 SIA. For the last year of his tour, CDR Birkemeier held various jobs including class team leader for LSDs, MCMs, NBU-7, and the APL, acting production officer for two months, and then class team leader for the LHA and LPDs.
After SRF, CDR Birkemeier went to PSNS&IMF in Bremerton, WA. The first year of his tour was spent mostly as the military deputy project superintendent (MDPS) on USS LOUISIANA, taking her through the arduous post undocking test program. Following that, he was on the USS RONALD REAGAN SRA in Yokosuka, Japan as MDPS, responsible for the propulsion AOR.
Upon leaving PSNS&IMF, CDR Birkemeier reported to SRF-JRMC in Yokosuka, Japan to be the Deputy Production Officer (DPO). As DPO, he had the challenge of leading 1,550 production shop personnel, mostly Japanese tradesmen. After that, he was the C200 Engineering and Planning department head, leading the team of experts to ensure work is completed to the required technical specifications and timely support was provided to the mechanics on the deckplate.
CDR Birkemeier is married and has four children.

バークマイヤー中佐は士官候補生学校を経て、2011年3月に水上艦乗組士官となる。最初の赴任地は佐世保で、USSエセックス及びUSSボノム・リシャールに主推進機関科担当士官として配属された。佐世保での2年半の勤務後、イタリアのナポリに異動し、第65任務部隊司令部でアシスタントオペレーションオフィサー、コミュニケーションオフィサー、及びフォースプロテクションオフィサーを務めた。任期終了間近に、技術専任士官（以下EDO）への職種異動を申請し承認され、米海軍大学院（以下NPS）への異動辞令を受けた。
NPSでは機械工学を専攻し、オフグリッド水素製造システム向けの産業用自動化システムを設計・構築し、論文を納めた。NPS修了後、EDO基礎コースを修了し、佐世保に戻り、SRF-JRMC（米海軍艦船修理廠及び日本地区造修統括本部）でEDO資格取得のための実務研修を受けた。
SRF-JRMCでは、まずシップサプトとして、SRFのプロダクションショップ、協力会社、及び様々なAIT（艦船改造チーム）の作業をモニタリング・調整した。着任から5ヶ月後、USSアッシュランドのプロジェクトマネージャーに昇進し、9C1定期集中工期の完了までその任務を務めた。その後、USSアメリカの0C1水上艦船追加工期のプロジェクトマネージャーを務めた。任期の最後の1年間は、ドック型揚陸艦、掃海艇、海軍沿岸戦部隊7、宿泊艦のクラスチームリーダー、2ヶ月間のプロダクションオフィサー代行、そして強襲揚陸艦及びドック型輸送揚陸艦のクラスチームリーダーなど、様々な役職を歴任した。
SRFの後、バークマイヤー中佐はワシントン州ブレマートンのPSNS&IMF（ピュージェット・サウンド海軍工廠及び中間保守施設）に異動した。着任後の最初の1年間は、主にUSSルイジアナのプロジェクトスーパーインテンデント副長（以下MDPS）として、出渠後の過酷な試験プログラムを遂行した。その後、横須賀でUSSロナルド・レーガンの定期集中工期にMDPSとして参加し、推進機関の作戦区域を担当した。
PSNS&IMFを離れた後、バークマイヤー中佐はSRF-JRMC横須賀に着任し、デピュティー・プロダクションオフィサー（以下DPO）となった。DPOとして、主に日本の熟練工である1,550名のプロダクション部門の従業員を率いるという課題に直面した。その後、コード200エンジニアリング・プランニング・デパートメントヘッドとなり、必要な技術仕様に従って作業が完了することを保証し、現場の整備士にタイムリーなサポートを提供する専門家チームを率いた。
