Force Revision Production

The quarterly Force Revisions (FRs) contain fleet-wide maintenance procedure documentation updates. FRs encompass all changes in maintenance documentation for all Navy Ships and Shore Stations. NAVSEALOGCEN reviews, modifies, publishes, distributes and delivers the Planned Maintenance System (PMS) requirements in accordance with NAVSEAINST 4790.8(series).

NAVSEALOGCEN handles the processing of Planned Maintenance System (PMS) Feedback Reports (FBR), updating documentation and performing publication and distribution of Maintenance Index Pages (MIP) and Maintenance Requirement Cards (MRC) as directed by NAVSEA in accordance with NAVSEAINST 4790.8(Series). This also includes reviewing, revising and correcting resulting PMS requirements and converting the Maintenance Index Pages (MIPs) and Maintenance Requirement Cards (MRCs) into the approved electronic Navy PMS Editor (NPE) SGML format for database entry to NAVLOGTD and PMSMIS.

NAVSEALOGCEN also handles new construction ships by reviewing shipbuilder provided information, including "Schedule A" lists, GFE and other configuration records and alterations for changes to construction and outfitting that may affect the maintenance plan between hull builds.

 

Maintenance Analysis

Reliability Centered Maintenance (RCM) provides the rules of evidence for the Condition Based Maintenance (CBM) strategy mandated by DoD and CNO policy. RCM ensures the maintenance of equipment only when there is objective evidence of need. This approach minimizes costs while ensuring personnel safety, regulatory and environmental compliance, and mission readiness requirements.

NAVSEALOGCEN performs ongoing RCM Analysis for the Planned Maintenance System (PMS) program. This includes performing ongoing maintenance analysis to support latest Fleet and technical directives for equipment condition and availability in support of mission requirements for all Fleet systems. NAVSEALOGCEN attends and collaborates with Fleet and technical community (In Service Engineers/SYSCOM) at periodic subject, equipment and class Maintenance Effectiveness Reviews (MERs) and RCM Workshops for update and refinement of PMS requirements for Force Revision Production.

 

PMS Documentation Development

Planned Maintenance System (PMS) documentation is a requirement set forth in NAVSEAINST 4790.8(series). The design emphasis on maintainability is to reduce the maintenance burden and supply chain by reducing the time, personnel, tools, test equipment, training, facilities, and cost to maintain the system. NAVSEALOGCEN functions as the Maintenance Coordinating Activity (MCA) as designated by NAVSEA04RM.

NAVSEALOGCEN reviews and approves Reliability Centered Maintenance (RCM) analysis packages in accordance with MIL-STD-3034A. This includes providing comments and feedback to designated Maintenance Development Activities (MDA), technical agents and In-Service Engineering Agents (ISEA). When funded and directed by PARM/PEO, NAVSEALOGCEN performs all phases of the RCM analysis, including technical reviews by the ISEA. NAVSEALOGCEN also reviews, modifies, publishes, distributes and delivers the newly developed Planned Maintenance System (PMS) requirements in accordance with NAVSEAINST 4790.8(series).

 

Program Management

NAVSEALOGCEN performs all program management and project management functions to support leadership, strategic planning, monitoring, control, evaluation and reporting to NAVSEA and stakeholders as the Navy's designated Planned Maintenance System Coordinating Activity (PMS CA).

In support of OPNAVINST 4790.4(x) / NAVSEAINST 4790.8(x) PMS requirements, NAVSEALOGCEN maintains production schedules and quality control of PMS development, revision, and distribution to Fleet and select shore activities. NAVSEALOGCEN participates as a voting member in Fleet 3-M Requirements Management Board (RMB) and other Fleet/PMS forums as appropriate. NAVSEALOGCEN acts as the lead agent for NAVSEA 04RM in on-going analysis and research regarding the Future of PMS (FoPMS) initiative.
