Official Visits
In order to visit NSWC PHD a visitor must coordinate with their own security office to have a Visit Authorization Request (VAR) submitted via the system of record for security clearances, currently the Defense Information System for Security (DISS).
Each security office has a unique identifier called a Security Management Office (SMO) number that ensures the visit request is submitted to the correct location. The SMO numbers for the NSWC PHD locations are as follows:

A visit request must be submitted to the appropriate SMO via DISS for ALL visitors for physical and logical access, including contractors working in our facilities. The visit request must accurately reflect the dates the visitor will be onsite and list a valid Technical Point of Contact (POC). Visit requests submitted to NSWC PHD with Security personnel listed as the Technical POC will be denied. Any questions regarding a visit to the command should be addressed directly to the Technical POC, who will work with Security for assistance. If the visitor's activity does not have DISS (such as Coast Guard, DOE, etc.) a visit request may be submitted by their Security office via encrypted email or DoD SAFE to NSWCPHD_PERSEC@flankspeed.onmicrosoft.us using form OPNAV 5521. Non-government entities must also submit OPNAV 5521 visit requests via this method.
Incoming visit requests that are approved by Security will be forwarded to the Technical POC for their awareness via encrypted email. The Technical POC is responsible for maintaining a list of their visitors for their meetings or spaces, validating security clearance access and need-to-know.
Port Hueneme visitors must come to the building 1380 access control window to pick up a visitor badge before proceeding to any NSWC PHD buildings.
Visitors to other NSWC PHD sites will make arrangements with their Technical POC for building access. Each site has security specialists available to help the Technical POC to ensure their own process is followed for providing access.

NBVC is no longer authorized to accept waiver requests for base access events such as Change of Command and Retirement ceremonies. Access to these events can be accomplished by either:
- Submitting form SECNAV 5512/1 for each non-affiliated guest to Force Protection (Visitor Control Center) for background vetting. When submitting forms, all completed forms must be received by Force Protection no later than 14 days prior to the event.
- Instructing non-affiliated guests to ride in a vehicle with someone who has base access and sponsorship privileges. The command can arrange van(s) or busses for this option, picking up non-affiliated guests outside of the gate and having an authorized (CAC holder) drive the guests to the on-base location.
