SERMC VISIT REQUEST PROCEDURAL POLICIES
The Southeast Regional Maintenance Center (SERMC) Security Division processes (reviews and distributes) visit requests for contractor and government agency personnel that require access to U.S. Navy vessels residing or visiting in the Jacksonville/Mayport area and SERMC’s Buildings 1488 and 191 Warehouse. In addition, SERMC also processes visit requests for access to private shipyards, during CNO Availabilities, for the performance of general maintenance work under NAVSEA contracts, and for the performance of AITs. SERMC visit request procedures and policies are in compliance with DOD, SECNAV, OPNAV, and NAVSEA instructions/directives, as well as applicable local/regional requirements. Note: All visit request requirements must be met or access may be denied.
SUBMISSION OF SERMC (CONTRACTOR/GOVERNMENT) VISIT REQUESTS TO THE SERMC SECURITY DIVISION
Safe Access File Exchange (SAFE) Program
To prevent potential PII breaches, and to minimize potential incidents and practices that could prove dangerous to security, the SERMC Security Division will not process visit requests derived from personal e-mail accounts (.com). Non-Government, non-Navy Marine Corps Intranet (NMCI) account holders, and any NMCI customers with encryption problems are required to send their SERMC Visit Request forms through the Safe Access File Exchange (SAFE) to the SERMC_MYPT_SECURITY@navy.mil e-mail address. The DoD Safe Access File Exchange (SAFE) program is here: https://safe.apps.mil (DoD Safe replaced AMRDEC SAFE). When connecting to the site, select your Email certificate. If you do not have a CAC, proceed as a guest.
- DoD SAFE allows up to 8 GB of data transfer
- Any CUI, FOUO, PII, etc. must be encrypted for transfer (see DoD SAFE's “Help Page” for information on encrypting a “drop-off”).

SERMC DBIDS POLICY NOTIFICATION
Process modification for DBIDS access associated with SERMC administered contracts.
In accordance with Commander, Navy Installations Command policy; “All contractors, vendors, and suppliers must have a Defense Biometric Identification System (DBIDS) credential for base access.” https://www.cnic.navy.mil/om/dbids.html.
Naval Station Mayport and SERMC DBIDS process:
Subcontractors (SUB) must submit DBIDS requests through the Prime contractor (PRIME). SERMC will only accept DBIDS requests from the PRIME. PRIME will submit DBIDS requests to SERMC_MYPT_SECURITY_DBIDS@navy.mil. NOTE: DBIDS requests are issued for the period of Performance of Work.
VISIT (UNCLASSIFIED) REQUESTS TO SERMC
Joint Personnel Adjudication System (JPAS) SMO Code – N40027
For visits to SERMC (only), please use the JPAS to submit your visit request. It is the responsibility of the visitor to coordinate their visit with the correct SERMC point of contact (POC). The name, phone number and reason for the visit should be entered into the proper fields on the JPAS page. The SERMC Security staff should NOT be used as your JPAS point of contact, unless previously coordinated. All visit requests listing the SERMC Security staff as the POC will be denied/returned for correction.
VISIT (CLASSIFIED) REQUESTS TO SERMC

Classified visits will only be accepted and processed through JPAS. Classified information will only be disclosed during visits provided the visitor possesses the appropriate security clearance, access level, and have a need-to-know. The establishment of the need-to-know will be the responsibility of the individual who will be disclosing the classified material to the visitor(s). Before a classified visit is approved, the SERMC CSM will perform the required vetting procedures to verify that visiting personnel have been granted the appropriate security clearance and level of access by using the JPAS.
JOINT VISIT REQUESTS TO SERMC & TO MAYPORT HOMEPORTED VESSELS
For joint visits to SERMC and to any of the vessels home ported at NAVSTA Mayport, the JPAS may be used. However, as a preferred method, when visiting both SERMC and a Mayport homeported vessel, a SERMC Contractor/Government Visit Request form may be submitted to the SERMC Security Office via the SAFE program for processing, to include forwarding the visit request to the applicable vessel(s).
MSR PRIVATE SHIPYARD ACCESS
Visit requests for vessels docked/residing in private shipyards must be forwarded to the SERMC Security office via the SAFE program to: SERMC_MYPT_SECURITY@navy.mil for processing. Forwarding your visit request by e-mail to this command will facilitate the timely approval of the request, and ultimately, your access to Naval Station Mayport, the MSR site and the ship. Sending your visit request directly to either the ship or to the Naval Station Mayport Pass and ID Office, will delay the approval of your visit. It is also important to understand that if the ship is located at a private shipyard that their specific policies and procedures must also be complied with.
