The Naval Packaging, Handling, Storage and Transportation (PHS&T) Division is part of the command's Systems Integration Department. The department is located at NSWC IHD's detachment in Picatinny Arsenal, New Jersey.

The PHS&T Division:

• Directs the performance of all PHS&T technical and integrated logistic support functions for Navy weapons and weapon components.
• Provides engineering management, design, development and test services to other Navy activities for non-weapon PHS&T and for Army/Air Force programs.
• Provides system engineering and coordination of requirements/allowance determination, acquisition integration, standardization and use of Test, Measure & Diagnostic Equipment (TMDE) for all shipboard and shore prime equipment/systems throughout their life cycle.
• Has been designated as NAVSEA’s Technical Warrant Holder for Ordnance Packaging, Handling, Storage and Transportation.
