NNSY NAVSEA Badging Requirements and Procedures

Personnel need their CAC or DBIDS for shipyard access, and prior to NAVSEA badge issuance.

 

Services within the Pass & ID Office include:

Issue CAC 

  • CAC office hours: Monday thru Friday - 6:30 AM to 2:40 PM

Issue DBIDS (visitors requiring access)

  • Contractors should be submitted to Commander, Navy Region Mid-Atlantic (CNRMA)’s 179 day list with the color of badge they need at least three weeks prior to the date they need their badge. If a contractor is not on the 179 day list, contractors will not be badged without being on the hosting visit report, in Defense Information System for Security (DISS) with applicable clearance/access to restricted date (RD), and a current contact number.
  • Personnel not assigned to NNSY or a tenant command are considered visitors and require a DISS visit request submitted to our System Management Office (SMO) code (001816).
  • Ship’s force for ships in the yard do not require a visit request but must be owned by their current command or display their current orders.

Issue NAVSEA badge (i.e., display security clearance)

  • To obtain a NAVSEA badge, even an escort badge, all members must prove citizenship. This is done by displaying a birth certificate, US passport, certificate of naturalization, certificate of citizenship, report of birth abroad of a United States citizen, or an enhanced driver’s license from Washington, Vermont, New York, Minnesota, or Michigan. A real ID does not prove citizenship. If the person in question has a DISS profile (Government Civilians, Military members, or Contractors with clearances), citizenship can be verified by providing their social security number to the administrative clerks at time of badging.
  • Personnel requesting a yellow or red NAVSEA badge must have an active security clearance from their current command or the command they’re servicing. Clearances are denoted by stars on the NAVSEA badge; one star for confidential, two for secret, and three for top secret. These clearances do not represent the maximum eligibility of the person, but the level of access needed during their visit or at their current assignment.
  • NNSY personnel requesting a red NAVSEA badge must complete an RD brief with their supervisor, explaining why they need access to RD. They will turn this paperwork in to their personnel security manager who will add it to their DISS profile.
  • Contractors requesting a yellow or red badge must have a valid contract number in addition to having their FSO put their security clearance and access to RD in DISS.
    • All contracts must be submitted to Code 1122 through their Contracting Officer’s Representatives (COR) via the DD Form 254.
    • Currently, Contractors may only be badged for a maximum of 365 days. A renewal process must be initiated by the contractor.

Motorcycle Parking Information

"Motorcycles/Mopeds" refers to all motorcycles, mopeds, and scooters with state license plates. ALL Parking Regulations apply to these vehicles.

MotorcyclesParking Areas - Motorcycles/mopeds with a valid permit may ONLY park in designated motorcycle/moped spaces (locations marked with an "M/C" or "Motorcycle").  They are NOT allowed to park in General Parking Vehicle Spaces.  If you have been assigned a Reserve Parking Space, then your motorcycle can occupy the parking space. Motorcycle/moped spaces are available ????  Do NOT park anywhere else on NNSY, including at bike racks, or you will be ticketed.

Permits  - Motorcycle and moped parking is enforced through License Plate Recognition (LPR) and as such, the license plate of the motorcycle/moped must be visible from the drive lane. The motorcycle / moped may be registered as an additional vehicle.  If the motorcycle/moped is added as an additional vehicle only one vehicle from the permit can be on campus at any given time. Motorcycle and moped permits are also available as separate permits.  Failure to adhere to this regulation will result in a shared permit violation. Motorcycles and mopeds are required to park in designated motorcycle / moped spaces (locations marked with an "M/C" or "Motorcycle"). They are not permitted to park in normal vehicle parking spaces. Mopeds are not permitted to park at bicycle racks or in other locations not in parking lots and parking garages.

Visitors on Motorcycles/Mopeds - Visitors and guests of NNSY arriving to the Installation and/or Shipyard on a motorcycle/moped are encouraged to park in Motorcycle Parking Areas.
