International Fleet Support (PMS 326)

Mission Statement

Support US Security Assistance missions by providing superior quality products and services to international partners, meeting cost and schedule requirements, focused in the areas of Ship Transfer, Maintenance, Sustainment, Modernization, and Follow-On Technical Support (FOTS).

Program Summary

PMS 326, International Fleet Support Program Office, provides Ship Transfer, FOTS, and Excess Defense Article adjudication through Foreign Military Sales (FMS) programs in support of international partners around the world. Working closely with the Navy International Programs Office (NIPO), PMS 326 plays a key role in shaping the nation’s approach to global maritime partnerships that remain crucial in extending the reach of international fleet forces. PMS 326 provides expertise and oversight to ensure effective and efficient execution of foreign maritime sustainment and modernization.

FMS programs are a government-to-government method for selling U.S. defense equipment, services, and training. FMS cases are a primary vehicle for providing technical assistance to partner nations, often bringing together multiple Navy programs to meet partner requirements.

Since 2009, PMS 326 has led annual gatherings of the International Fleet Working Group (IFWG), comprised of U.S. and allied navies operating Perry class frigates and many other vessels. The IFWG presents a unique opportunity to foster communication; identify maintenance, obsolescence, and logistics issues; and present alternatives for sustainment and modernization.

PMS 326 actively supports more than 150 ships in 23 different countries, including:

  • Philippine Navy Ex-US Coast Guard Cutters
  • Taiwan Navy Frigate, Destroyer, and Amphibious Platforms
  • Royal Saudi Naval Forces Patrol Boats
  • Turkish Navy Frigate Air Warfare Upgrades
  • Japanese Navy Platform Integration Support & Landing Craft
  • Afghanistan Security Forces Fund – (ASFF): Explosive Ordnance Disposal equipment procurements
  • Iraqi Navy Patrol Boats and Offshore Support Vessels, Ship Repair Facility Umm Qasr
  • Egyptian Navy Oliver Hazard Perry-class Frigates, Coast Minehunters (MHC’s), Fast Missile Craft (FMC’s) and 25m/28m Patrol Boats
