Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) actively supports the Office of Small Business (OSB) Programs mission of maximizing opportunities for small business to contribute to national security by providing combat power to our troop and economic power for our nation. PHD exemplifies the vision of being a network of Small Business Professionals with common values, shared knowledge and regular communication who partner with acquisition professionals seeking small businesses to fulfill DoD procurement requirements and give our service members the competitive advantage.
The NSWC PHD OSB is the central point of contact for small business firms that want to learn more about partnering with the command. To help provide small businesses with information on the types of services and commodities currently under contract, the PHD OSB, in conjunction with the PHD Contracts Department, posts a Long Range Acquisition Forecast (LRAF). Our hope is that small businesses will benefit from this forecast as they strategize to capture contracts as a prime contractor or subcontractor.
Please note the LRAF includes contracts anticipated to recur; however, there is no guarantee of a follow-on solicitation.

Due to the huge volume of contracts managed, NSWC PHD uses a prime/subcontracting strategy to most efficiently serve the defense needs of the country and the men and women in uniform. Major contracts are awarded to large and small contractors. Primes are often mandated to complete a portion of their prime contracts using small businesses.
