NAVSEA Warfare Centers release updated strategic guidance

WASHINGTON -- To remain agile as they seek to “Expand the Navy’s Advantage,” the Naval Sea Systems Command’s Warfare Centers have released their 2021-2025 Strategic Plan identifying the pathway to success via mission priorities, strategic goals, and foundational values.

The updated plan aligns to the CNO Navigation Plan and the NAVSEA Campaign Plan 3.0, and will continue to be a living document into the future, officials said. 

“We have successfully responded to unprecedented levels of change over the past year with maximum adaptability and flexibility, and we couldn’t be prouder of our Warfare Centers family,” Rear Adm. Kevin P. Byrne, Commander of the NAVSEA Warfare Centers said in announcing the plan. “As we move forward, with clear strategic direction and vision, we are certain to encounter many challenges; we are just as sure to find many opportunities.”

The five strategic goals of the plan are:

  1. Workforce and Leadership Development
  2. Mission-Aligned Strategies at the Division Level
  3. Technical Innovation and Excellence
  4. Business Excellence and Improvement
  5. Right Culture/Values

The new plan also reiterates the enduring relevance of the Warfare Centers and the unique value they bring to the Navy.

“Success often lies in finding the balance between persistence and flexibility,” said Dr. Brett Seidle, Executive Director of NAVSEA Warfare Centers. “We remain committed and persistent in our pursuit of our vision to enable maritime superiority for today’s Navy, tomorrow’s Navy, and the Navy after next.”

With more than 29,000 dedicated teammates at 10 diverse and dynamic Divisions, the NAVSEA Warfare Centers One Team enterprise represents approximately 30 percent of the Navy’s engineering/scientific expertise. Together they serve as the Navy’s principal research, development, test and evaluation assessment activity for surface/undersea systems and subsystems.
