NSWC Panama City contracting officer streamlines acquisition to enhance readiness

Dr. Luis R. Gely, supervisory contracting officer at Naval Surface Warfare Center Panama City Division (NSWC PCD), received the Department of the Navy Civilian Service Achievement Medal for exceptional contributions to the command's Contracting Department (Code 02), March 14.

His dedicated effort was recognized for providing acquisition professionals with improved resources and processes directly supports the warfighter's littoral dominance from seabed to space. He expressed his feeling both privileged and humbled to receive the prestigious medal.

“The U.S. Navy is a world-leading organization reaching each continent, and I am glad that my work from this small installation can help the Navy’s mission wherever it’s afloat,” said Gely. “In my position, I support individuals who have charge in ensuring that our sailors, warfighters have an edge for each mission.”

Gely’s efforts have led to the establishment of an Indefinite Delivery Indefinite Quantity contract for the full-rate production of the Standoff, Target, Reacquire, Identify, Detection, Expeditionary Navigations Tool (STRIDENT) system, a specialized handheld targeting device for special diving missions. Moreover, Gely had also made significant contributions to software acquisition which includes a key achievement that established a $669 million Department of Defense-wide Blanket Purchasing Agreement for SolidWorks software licensing.

His performance was instrumental in securing the other transaction authority credential and transitioning prototyping efforts into full production contracts supporting the littoral combat field, including diving equipment and expeditionary systems to support current and future warfighters. His efforts have left a last impact across the enterprise.

“Dr. Gely’s leadership is essential to the success of Code 02 and ultimately the command,” said Jenetta Langston, NSWC PCD Contracting Office acting chief. “He has served in many capacities within this branch to include the Simplified Acquisition Procedures branch head; his current position as the contracting division director supporting Code E technical department [Expeditionary and Littoral Operations Department] and Code S20 [Life Protection, Sustainment & Unattended Vehicles Division]; and most recently, he volunteered to serve as the procuring contracting officer supporting Code A [Mine Warfare and Unmanned Operations] and S [Subsea & Seabed Warfare and Maritime Operations] Departments due to the [staffing] vacancy. Dr. Gely’s actions are evident of his commitment to supporting NSWC PCD’s mission, vision, and strategy.”
