NSWC Panama City inspectors attain command evaluator certification

Naval Surface Warfare Center Panama City Division (NSWC PCD) inspectors Dennis Russell, Command Evaluation and Investigations (CE&I) director, and Robert Malouin, Jr., advanced investigator, were lauded for achieving their CE Professional Certification.

The certification acknowledges their academic knowledge, reviewing, and report writing expertise that has resulted in actionable, impactful, and relevant corrective actions.

“Dennis (Russell) and Bob (Malouin) have demonstrated the high standards of proficiency and excellence, including experience, academic achievement, analytical skills, and CE report writing ability, said Carl Adams, Naval Sea Systems Command (NAVSEA) Office of the Inspector General (IG) deputy inspector general. “This CE certification is a critical initiative in our community’s professional development framework, and now joins both Hotline Investigations and Inspections in having a professional certification standard.”

Commander, NAVSEA recently issued a Policy Memorandum establishing the NAVSEA IG CE competency requirements for CE certification that sets higher standards of professional excellence. The program formally acknowledges experience, academic achievement, analytical skills, and report writing accomplishments. 

“I am very proud of our inspectors for the high quality of work that they perform,” said Capt. Aaron Peters, NSWC PCD commanding officer. “They continue to amaze me with their expertise and excellence.”

The NSWC PCD CE&I office IG Hotline investigations, special studies, command program reviews, management inquiries, command directed investigations, security preliminary inquiries, manual of the judge advocate general investigations, lost, damaged, or stolen property investigations and any other investigation directed by the Commanding Officer.
