NEDU Observes 16th Change of Command, Welcomes Rahming

Navy Experimental Diving Unit observed its 16th change of command ceremony in Panama City, Florida June 20, 2019.

Cmdr. Kiah B. Rahming relieved Capt. Jay Young as the NEDU commanding officer. Young accepted orders to serve as the Director of Ocean Engineering, Supervisor Salvage and Diving (SUPSALV), Naval Sea Systems Command (NAVSEA) in Washington D.C. Rahming transferred to NEDU from Southeast Regional Maintenance Center, Mayport, Florida June 2019.

Young recognized NEDU’s accomplishments and mission importance during the ceremony.

"NEDU is the force behind the Navy's diving fleet. We conduct manned and unmanned test and evaluation to ensure all diving equipment and procedures meet the standards and requirements to ensure our undersea warriors never have to fight a fair fight," said Young. "What the Sailors and civilians of NEDU do every day is unique and requires self-sacrifice, technical proficiency, and a love for the job. The Navy sees their dedication in results, and their results are many."

Rahming, a native of Key West, Florida is an Engineering Duty Officer who graduated Naval Diving and Salvage Training Center in 2009 where he qualified as a Marine Expeditionary Diving Officer and a Salvage Officer. His past commands include USS Austin (LPD 4), USS Theodore Roosevelt (CVN 71), Supervisor of Shipbuilding in Newport News, Virginia, Norfolk Ship Support Activity, Commander, 6th Fleet, Commander, Naval Surface Forces Pacific, and Southwest Regional Maintenance Center.

“The work that we do here at NEDU is extremely physically and mentally demanding and often dangerous,” said Rahming. “Unwavering commitment, open and effective communication and teamwork are essential to establish the trust required to safely and successfully execute our mission.”

An echelon III NAVSEA command directly aligned to SUPSALV, NEDU’s mission is to conduct manned, unmanned and biomedical research, development; test and evaluation of diving, hyperbaric, life support and submersible systems and procedures to ensure all diving equipment and procedures meet the safety standards and operational requirements to expand the advantage during any undersea military operation.
