The U.S. Navy symbolically laid the keel to its first Constellation-class guided-missile frigate, the future USS Constellation (FFG 62) during a keel laying ceremony at Fincantieri Marinette Marine, Marinette, Wisc., April 12.

(second from left) and Machinist Mate 1st Class Matthew Lipscomb from Puget Sound Naval Shipyard, Everett, Wash. As NAVSEA’s top enlisted Sailors Schleuning and Lipscomb will now compete for the Navy’s highest enlisted awards, Chief of Naval Operations Shore and Reserve SOY.

WASHINGTON, DC (March 28, 2024) - Retirement Ceremony in honor of Ms. Giao Phan, Executive Director, Naval Sea Systems Command (NAVSEA) was hosted by Vice Admiral James Downey, Commander, NAVSEA and held in the Humphreys auditorium at the Washington Navy Yard. Mr. Jay Stefany, Principal Civilian Secretary of the Navy for Research, Development and Acquisition was the Master of Ceremonies; and Vice Admiral (RET) Tom Moore, 44th Commander of NAVSEA, was the guest speaker. Ms. Phan retires after 42 civilian years serving the Department of Navy and the U.S. Coast Guard.
