Ms. Carolyn Liebeck

Director of Corporate Operations, Team Ships

Ms. Carolyn Liebeck currently serves as the Director of Corporate Operations, Team Ships. She provides direct support, strategic advice and counsel to the Program Executive Officer, Ships and Director for Surface Ship Maintenance, Modernization, and Sustainment (SEA 21) and the Executive Directors for PEO Ships and SEA 21.

Previously, Ms. Liebeck served as Assistant Director of the Office of the Deputy Assistant Secretary of Defense (DASD) for Housing (2020-2022), providing programmatic oversight and policy guidance for the over $32B Military Housing Privatization Initiative Program, privatized family and unaccompanied housing; privatized lodging, Government-Owned and Controlled Housing, and the Homeowners Assistance Program; and chaired multiple cross-functional working groups.

From 2017 to 2020, Ms. Liebeck served as Director, Resource Management for the Assistant Secretary of Defense for Sustainment (ASD(S)). As the business manager for ASD(S) and for the DASD for Logistics and Materiel Readiness, Ms. Liebeck managed a $500M budget and advised on annual operating budget and contracting efforts, managing multiple ASD(S) budgets and contracts.

From 2015 to 2017, Ms. Liebeck served as Senior Program Manager for the DASD for Energy, responsible for oversight and management of DOD installation energy programs.

From 2010 to 2015, as a Program Manager / Logistics Specialist at Defense Logistics Agency (DLA), Ms. Liebeck managed the Chemical Management Services Program, Hazardous Material Management System IT Automated Information System Program and DLA’s Performance-Based Logistics Division. She coordinated execution strategies with the four military services to standardize, consolidate, and integrate chemical management systems across the Department of Defense. In 2013, she was selected as the DLA Leader of the Year; in 2012, she was recognized as DoD Headquarters Agency Combined Federal Campaign Manager of the Year. Ms. Liebeck earned a Master of Science degree in National Resource Strategy with a concentration in Manufacturing Industry from National Defense University’s Eisenhower School and has a Bachelor of Science in Business Administration from Strayer University. She is DAWAII-certified Level III in Program Management, Lifecycle Logistics and Business Financial Management, and a Certified Defense Financial Manager.

Ms. Liebeck has been awarded the DoD Meritorious Civilian Service Award, as well as the DLA Meritorious Civilian Service Award.

She served in the U.S. Navy from 1980 – 1998 as Flag Writer to the Chief of Naval Operations, Under Secretary of the Navy, Superintendent of the Naval Postgraduate School, and the Director of the Defense Logistics Agency. She was selected as the Naval Postgraduate School Sailor of the Year; her personal awards include Defense Meritorious Service Medals (two awards), Navy/Marine Corps Commendation Medals and Navy/Marine Corps Achievement Medals. She also was awarded the Joint Service Meritorious Unit Award and various other unit and service medals and ribbons.
