Norman La Fleur

Executive Director, Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP) Activity

Mr. Norman La Fleur is the Executive Director of Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP) Activity.  SUBMEPP is a NAVSEA Field Activity located in Kittery Maine and performs life cycle maintenance and modernization planning for the U.S. Navy nuclear submarine fleet.

Mr. La Fleur began his career at SUBMEPP after graduating from the University of Rhode Island in 1986 with a Bachelor of Science Degree in Mechanical Engineering.  He worked as a System Engineer in the Steam & Propulsion and Air & Auxiliaries Divisions, then served as a Program Manager for the Maintenance Standards and Test Programs.

In 1999 he was selected and began working as a Division Head at SUBMEPP, where first, he led and provided technical oversight on submarine systems and programs within the Steam & Propulsion and Air & Auxiliaries Divisions.  He then moved to the Innovation Division, followed by the Division Head position for the Corporate Operations Division.  In this capacity, he led the Business Operations of SUBMEPP as well as the Innovative efforts involved with developing the Common Business Process for Maintenance Planning, Requirement Scheduling, and Work Package Development across the Navy fleet.  

In November of 2013, Mr. La Fleur was selected to be SUBMEPP’S Director of Corporate Operations.  In this capacity, he led programs and operations in the area of the Finance, Security, Employee Development, Special Programs, and Administrative Services. 

Mr. La Fleur was selected as the Deputy Director of SUBMEPP in 2017.  In this capacity, he provided oversight of Maintenance and Availability Planning Programs, Cost Engineering, Corporate Operations, Information Management & Technology and Special Projects.

In 2019, Mr. La Fleur was selected as the Executive Director, providing oversight of all SUBMEPP programs and products relating to maintenance and modernization of U.S. Naval Submarines at Naval and private shipyards and other U.S. Naval submarine repair facilities.

Mr. La Fleur received a Master of Business Administration Degree from New Hampshire College, Manchester, NH, in September 1993.
