GENERAL QUALIFICATION PROCESS

The below process is considered standard, but additional supporting documentation before test authorization may be necessary for certain Qualified Products Lists (QPLs).

Step 1: Manufacturer submits application
Manufacturer completes and submits a copy of the Application for Qualification Testing form, along with required supporting documentation and location(s) chosen for qualification testing, via email to CommandStandards@navy.mil.

Alternatively, manufacturers may mail the form to Commander, Naval Sea Systems Command, Attn: SEA 05S1, 1333 Isaac Hull Ave SE Stop 5160, Washington Navy Yard, DC 20376-5160

   

Step 2: Manufacturing plant(s) are surveyed


NAVSEA​ requests Defense Contract Management Agency (DCMA) or Defense Logistics Agency (DLA) conduct a General Capability Survey of all applicable manufacturing facilities.

   

Step 3: NAVSEA authorizes qualification testing


Upon receipt of satisfactory plant survey results, NAVSEA issues an official test authorization letter to manufacturer, providing instructions on how to obtain and submit required qualification test report(s). Qualification testing is not authorized until done so in writing.  NAVSEA will not accept any pre-authorized test data for initial qualification approval consideration.

   

Step 4: Manufacturing conducts qualification testing


Manufacturer conducts authorized qualification testing on product(s) with DCMA or DLA surveillance as required. Unless otherwise informed by NAVSEA, Qualification testing is to be conducted in a non-government laboratory (e.g., manufacturer’s in-house facility or a NAVSEA-approved third-party laboratory) in accordance with the conditions set forth in Chapter 4 of the Provisions Governing Qualification (SD-6).

   

Step 5: Manufacturer submits qualification test report
Manufacturer submits DCMA or DLA-validated qualification test report (formatted in accordance with SD-6 Chapter 4) to CommandStandards@navy.mil.

Alternatively, manufacturers may mail the test report(s) to Commander, Naval Sea Systems Command, Attn: SEA 05S1, 1333 Isaac Hull Ave SE Stop 5160, Washington Navy Yard, DC 20376-5160

   

Step 6: NAVSEA grants qualification approval

Upon satisfactory qualification test report findings, NAVSEA issues an official qualification approval letter to manufacturer.

   

Step 7: Manufacturing is listed on QPL
Manufacturer/product(s) are listed on the Qualified Products Database (QPD) for the respective NAVSEA specification (e.g., QPL-12345 for MIL-PRF-12345). 

Note: All qualified manufacturers must obtain and maintain an active System for Award Management (SAM) Commercial and Government Entity (CAGE) code on www.sam.gov for its mailing address and each manufacturing plant. Step 8: Manufacturer recertifies every "X" years
When periodic retention testing is required by the respective NAVSEA specification, the manufacturer submits retention test data within the designated time frame (annually, 2-year cycle, 5-year cycle, etc.) to CommandStandards@navy.mil.  When periodic retention testing is not required by the NAVSEA specification, the manufacturer submits a 2-year Certification of Qualified Products form for product(s) listed on QPL to CommandStandards@navy.mil.
