NSWC Indian Head Division Security Personnel Earn High Honors

Naval Surface Warfare Center Indian Head Division (NSWC IHD) leadership recently presented two Security Division personnel with the Department of the Navy (DON) Civilian Service Achievement Medal in Indian Head, Maryland.

The Navy Civilian Service Achievement Medal honors DON and Marine Corps civilians whose sustained performance or specific achievement equates to the Navy and Marine Corps Achievement Medal awarded to military personnel.

Ryan Burns

NSWC IHD Security Specialist Ryan Burns brought NSWC IHD Picatinny Detachment’s Arms, Ammunition, and Explosives training program into compliance, achieving near-perfect Explosives Safety Inspection results. He rekeyed all departmental facilities, established a compliant key and lock program, and enhanced inspection readiness by creating continuity binders for Inspector General (IG) inspections, updating emergency action plans, and standing up a Controlled Unclassified Information (CUI) after-hours check program. He also represented the Navy in base-wide exercises, strengthened interagency partnerships, and was recognized as a subject matter expert in Navy security.

“Ryan is the jack of all trades when it comes to the security responsibilities at NSWC IHD Detachment Picatinny,” NSWC IHD Security Director Bill Gregor said. “He operates independently and is a security expert in all security disciplines. He is constantly lauded for his excellent support for the detachment which enables them to meet all mission requirements.”

Robert Caldwell

NSWC IHD Information Security/Security Education Training and Awareness Program Manager Robert Caldwell completed comprehensive self-assessments, identified discrepancies, and implemented corrective actions to ensure full compliance with Department of War, DON and Naval Sea Systems Command policy. He led his team in conducting more than 110 security container inspections, correcting over 100 derivative classification discrepancies, eliminating outdated containers, and freeing hundreds of square feet of critical command space. He also directed the secure destruction of more than 800 pounds of classified material and 110,000 pounds of CUI with zero incidents and provided over 120 hours of security training to senior leadership.

“Robert is a key member of the Security Division and instrumental in the protection of National Security Information,” Gregor said. “He spends numerous hours educating the workforce on the requirements for protecting classified information and CUI. He was instrumental in NSWC IHD Security being graded as Satisfactory Low Risk during the most recent IG inspection.”

NSWC IHD — a field activity of the Naval Sea Systems Command and part of the Navy’s Science and Engineering Establishment — is the leader in ordnance, energetics, and EOD solutions. The Division focuses on energetics research, development, testing, evaluation, in-service support, manufacturing and disposal; and provides warfighters solutions to detect, locate, access, identify, render safe, recover, exploit and dispose of explosive ordnance threats.
