Former NSWC Crane employee awarded for bolstering the Naval Research and Development Establishment

Dr. Summers photographed receiving the Superior Civilian Service Medal.Former employee to Naval Surface Warfare Center, Crane Division (NSWC Crane), Dr. Travis Summers, was awarded the Superior Civilian Service Medal for his work as the Deputy Director for Infrastructure for the Naval Research and Development Establishment (NR&DE).

Dr. Summers is a third-generation NSWC Crane employee, following in the footsteps of his grandmother and parents. After receiving his degree in Civil Engineering from Purdue University, Dr. Summers joined Team Crane in 2003 as a facility master planner for Crane Army Ammunition Activity (CAAA).

“In 2009, I transitioned to NSWC Crane, where I held a number of infrastructure-focused roles,” said Dr. Summers. “Beginning in 2019, I was privileged to support NAVSEA Warfare Center Headquarters and later the Deputy Assistant Secretary of the Navy for Research, Development, Test, and Engineering (DASN RDT&E), working on enterprise-level infrastructure strategy and policy for the Naval Research and Development Establishment.”

According to his citation letter, Dr. Summers has “demonstrated extraordinary leadership, technical expertise, and unwavering dedication, resulting in transformative improvements to laboratory infrastructure and significantly bolstering the Department of the Navy’s research and development capabilities.”

While serving as Deputy Director for NR&DE, Dr. Summers oversaw the development of a strategic infrastructure plan for the NR&DE, supported an increase to the Naval Innovative Science and Engineering (NISE) program which delivered an additional $180M for infrastructure efforts, and raised the military minor construction threshold by providing flexibility within the project.

Dr. Summers was grateful to receive this award.

"It is a tremendous honor to receive the Navy Superior Civilian Service Award,” said Dr. Summers. “This recognition is extremely meaningful to me, both personally and professionally. It reflects the collective efforts and support of the teams I’ve worked with throughout my career. I am especially grateful to the leadership at CAAA and NSWC Crane for their guidance and encouragement over the years. I remain committed to advancing the Navy’s mission through collaboration and strategic planning."
