Captain James W. Rochelle, USN

Commanding Officer, AEGIS Technical Representative

Capt. James Rochelle assumed the role as the Commanding Officer of AEGIS Technical Representative (AEGIS TECHREP) in Moorestown, New Jersey in August 2025. In this role, he leads more than 500 Sailors, Navy Civilians, and Contractors that provide on-site technical oversight of the development and testing of the AEGIS Weapon System and validate total ship combat system design.

Capt. Rochelle’s naval career began in September 1994 as an enlisted Sailor. He completed recruit training in Great Lakes, Illinois and remained there to attend Fire Controlman “A” School before transferring to Tomahawk Weapon System “C” School in San Diego, California. Capt. Rochelle then served in USS KINKAID (DD 965) as a Tomahawk Fire Controlman.

In May 2003, Capt. Rochelle graduated from Auburn University with a Bachelor of Science in Electrical Engineering and earned his commission under the Enlisted Commissioning Program. He went on to serve as the Electrical Officer in USS BOONE (FFG 28) and later as the Fire Control Officer in USS VICKSBURG (CG 69).

In 2007, Capt. Rochelle redesignated Engineering Duty Officer. His shore duty assignments include Mid-Atlantic Regional Maintenance Center (MARMC), Operational Test and Evaluation Force (OPTEVFOR) as the AEGIS Enterprise Operational Test Director, Program Executive Office Integrated Warfare Systems (PEO IWS 7) as the Assistant Program Manager and Test and Evaluation Lead for Naval Integrated Fire Control – Counter Air, Naval Personnel Command (NAVPERS 445) as the Engineering Duty Officer Detailer, and PEO IWS 1.0 as the Principal Assistant to Program Manager for AEGIS Development.

Capt. Rochelle earned a Master of Applied Physics from Naval Postgraduate School. His personal awards include two Meritorious Service Medals, four Navy Commendation Medals and two Navy Achievement Medals.
