Born in Washington D.C., Ms. Moran attended the College of the Holy Cross in Worcester, MA., where she was commissioned through the Naval Reserve Officer Training Corps program in 2000. Upon commissioning CAPT Moran reported to USS MOUNT WHITNEY (LCC 20). While onboard MOUNT WHITNEY she made two deployments in support of the Global War on Terrorism. In April 2003 she reported to USS ROOSEVELT (DDG 80) where she deployed in support of OEF and the Global War on Terrorism. In September 2004 she reported to the Center for Surface Combat Systems (CSCS) in Dahlgren, VA. After completing Department Head School in February 2008 she reported to USS TRUXTUN (DDG 103) where she served as the Weapons and Combat Systems Officer. Upon completion of her Department Head tour Ms. Moran transferred to the Naval Reserve and reported to the Military Sealift Command Headquarters NR Unit.
Ms. Moran began her career as a Government Civilian in February 2011 as the APM for Fleet Readiness in PEO IWS 1.0. She was responsible for providing In Service support to the AEGIS Fleet ensuring combat system sustainment and readiness in support of Fleet Operational requirements. In May 2012 Ms. Moran transitioned from Fleet Readiness to stand up the Contracts Branch within IWS 1.0. As the PAPM for Contracts she provided leadership and daily management of the BFM and Acquisition staff in the execution of AEGIS, Enterprise T&E, Self Defense Test Ship and Battle Force Team Trainer RDTE, OMN, OPN and SCN budgets and the management of acquisition processes in support of IWS 1.0 program requirements.
In December 2014 Ms. Moran mobilized reporting to Coastal Riverine Squadron Ten (CRS) as the OIC for the High Value Unit Detachment in Norfolk, Virginia. In July 2016 she mobilized to Djibouti, Africa to serve as the Current Operations Officer for Combined Joint Task Force - Horn of Africa.
Upon her return from two mobilizations Ms. Moran took a new opportunity and transitioned to PEO IWS 8.0 as the PAPM for Ship Integration and Test (SI&T). As the PAPM for SI&T she managed combat system integration, installation and test for both LCS variants throughout the life cycle. Additionally she was responsible for the development and implementation of the Combat System SI&T strategy for both the FFG(X) and LUSV programs to include being responsible for the development and award of two competitive contracts providing Combat Systems SI&T support for both programs.
In September 2019 Ms. Moran was selected to be the Deputy Program Manager for the Submarine Combat and Weapons Control System Program Office, PMS 425; applying her Surface Ship Combat Systems knowledge to help develop the Submarine Combat System of the future.
Currently Ms. Moran is serving as the Deputy Program Manager for the Zumwalt Class Destroyer Program, PMS 500.
Ms. Moran graduated from College of the Holy Cross in 2000 with a Bachelor of Arts in History and completed her Master of Arts Degree in Public Administration at American University in 2007. She is certified Advanced in Program Management.
Ms. Moran’s personal awards include the DoN Meritorious Civilian Service Award, Defense Meritorious Service Medal, Navy Meritorious Service Medal(2), Navy and Marine Corps Commendation Medal (6), Navy and Marine Corps Achievement Medal, Meritorious Unit Commendation and Navy Unit Commendation, Annual performance awards and On-the-Spot awards.
