FDRMC Det. Rota became operational Dec. 10, 2013, with the mission to oversee industrial engineering and contractor services for the maintenance and modernization of four Arleigh Burke-class guided-missile destroyers in Rota — USS Porter (DDG 78), USS Donald Cook (DDG 75), USS Ross (DDG 71), and USS Carney (DDG 64). As an organization, Forward Deployed Regional Maintenance Center (FDRMC) was established on 30 June 2014 at Naval Support Activity, Naples, Italy. It was established to meet the Navy’s expanding need for Forward Deployed Naval Forces (FDNF) ship repair. Previously, elements of the command at Naples and Bahrain were detachments aligned to Mid-Atlantic Regional Maintenance Center. The command is administratively funded by U.S. Fleet Forces Command (USFFC), but operationally aligned to Naval Sea Systems Command (NAVSEA) through Commander, Navy Regional Maintenance Center (CNRMC).

FDRMC provides Contract Management Oversight (CMO) and government oversight for major and minor repair availabilities to Naval ships and craft in the 5th and 6th Fleet areas of responsibility (AORs). In addition, FDRMC provides Fleet Technical Assistance (FTA) to Naval ships and craft in the 5th and 6th Fleet AORs. With engineers and technicians available at all three locations, the command responds to ship casualties providing immediate distance support and if necessary dispatches a technician to provide on station support. If the capability or capacity is not available within the command, we coordinate with the Regional Maintenance Center (RMC) enterprise, Warfare Centers, or In-Service Engineering Agents (ISEAs).

In conjunction with teams from the RMC Enterprise, PSEs and Technicians from all three locations support the Total Ship Readiness Assessments (TSRA) for the ships

As previously stated, FDRMC provides Intermediate Level Maintenance (I-Level) to Naval ships and craft in the 5th and 6th Fleet areas of responsibilities. In Rota this is accomplished through the Spanish Navy’s Jefatura de Mantenimiento en los Arsenales de Cadiz (JEMANDIZ, their I-level facility), while our Bahrain detachment has established an organic I-level capability. Additionally, FDRMC provides diving and salvage coordination for underwater ship’s husbandry, hull cleaning, emergency ship salvage material, oil spill response, and contingency operations within the area of responsibilities.

Rota Operations

  1. Provide maintenance support, and contract oversight for CNO Availabilities, CMAVs, VRAVs and VMAVs for four Forward Deployed Naval Forces Ballistic Missile Defense (BMD) Arleigh Burke Class Guided Missile Destroyers (DDG) home-ported in Rota, Spain. Support includes engineering, planning, assessment, project management, and FTA
  2. The FDRMC Chief Engineer is based out of Rota, and is responsible for setting local technical standards, providing technical area expertise, ensuring effective and efficient systems engineering, adjudicating technical decisions, and management of the engineering and technical capabilities throughout the 5th and 6th Fleet AORs
  3. Maintenance and Modernization contract management and oversight is provided by the Waterfront Operations Department (Code 300). The Planning Division writes job specifications and develops work packages. Maintenance Teams and QA Department (Code 130) coordinate with, and provide oversight of, the Spanish ship repair contractor, Navantia, in the execution of depot level repair work and CNO ship repair availabilities.
  4. Engineering Department (Code 200) PSEs and Technicians provide technical expertise and engineering support to the waterfront project teams, conduct TSRAs for the four homeported DDG’s in Rota and support providing FTA to ships in the 5th and 6th Fleet AORs.
  5. Production Department (Code 900) coordinates with the Spanish Intermediate Level repair facility JEMANDIZ. The Code 300 and Code 900 staff serve as liaison between JEMANDIZ, Ship’s Force, and FDRMC, controlling work packages and coordinating with project teams during availability execution.
