Abbey came to work at Naval Surface Warfare Center Dahlgren Division Dam Neck Activity in 1997 and is considered a plank owner—or one of the original members of the current organization.

The Joint Meritorious Civilian Service Award is the second highest-ranking civilian service award granted under the approval authority of the Chairman of the Joint Chiefs of Staff.
