Miguel Quintero, an ocean engineer assigned to Naval Surface Warfare Center, Carderock Division's Model and Testing Branch for Surface Ships, records and analyzes data collected from a wave energy converter being tested in the command's Maneuvering and Seakeeping Basin in West Bethesda, Md., Aug. 3, 2017.
