Challenges in the Current Environment

Fragmented Processes & Funding Gaps

Today, spares outfitting and post-delivery and transportation accounts are often underfunded, deprioritized, and executed through fragmented processes that look different from program to program. Funding flows are not always clearly aligned to requirements or tied to platform delivery milestones.

Limited Data Visibility

Requirements and budget controls are spread across multiple outdated systems with limited data visibility for stakeholders and NAVSEA 06 process owners. Cross-functional collaboration during the Budget Allocation Module (BAM) process is inconsistent, weakening traceability and slowing decisions.

Reactive Decision-Making

Without predictive analysis, the enterprise remains reactive. This increases risk of cost overruns and congressional marks, and directly impacts Fleet readiness. Critical gaps in logistics, budgeting, and analytics expertise further weaken execution.

Standardized, Transparent, Collaborative Process

NAVSEA 06 will establish a standardized, transparent, and collaborative process for managing spares outfitting and post-delivery accounts that is fully integrated with the Budget Allocation Module (BAM) cycle from formulation through execution.

Shared, Validated View of Funding

Stakeholders operate from a shared, validated view of funding requirements, execution status, delivery schedules, and sustainment planning. Outdated tools are retired and replaced with a single, authoritative planning environment.

Centralized Planning System

NAVSEA links BAM and Budget Planning System (BPS) data into the NAVSEA Enterprise Planning System (NEPS) through a dedicated Spares Outfitting & Post-Delivery Module. Planning is centralized in the official system of record, supporting audit readiness and informed decision-making across the enterprise.

Link BAM and BPS data into NEPS through the Spares Outfitting & Post-Delivery Module, providing a single, authoritative view of requirements, funding, and execution.

3. Build Predictive Analytics

Develop forecasting tools and analytic products that highlight funding gaps, delivery risks, and sustainment impacts early, enabling proactive decisions.

4. Grow Enterprise Competencies

Strengthen logistics, budgeting, and analytics competencies across NAVSEA 06 and partner organizations through training, playbooks, and repeatable analytic workflows.
