Anderson Assumes Command of PEO Ships

WASHINGTON – Rear Adm. Tom Anderson relieved Rear Adm. Bill Galinis as Program Executive Officer, Ships at the Washington Navy Yard May 22. The transition took place without formal ceremony due to the COVID-19 pandemic.

The Honorable James Geurts, Assistant Secretary of the Navy, Research, Development and Acquisition (ASN RD&A), served as the presiding official. 

“It was an honor to watch Bill lead his team, knock down the barriers, and attack everything with urgency to deliver and sustain the lethal capability our military needs to compete and win,” said Geurts.  I look forward to continuing to work with him when he takes over Naval Sea Systems Command.  Equally, I look forward to continuing to work with Tom as he leads this great PEO Ships office to deliver ships, with the agility and affordability that our nation expects. These are two of our Navy’s finest leaders and I’m proud to be part of this transition ceremony.”

Anderson is an engineering duty officer who most recently served as the commander, Navy Regional Maintenance Center and Naval Sea Systems Command’s director, Surface Ship Maintenance and Modernization where he was responsible for managing critical ship modernization and maintenance, training, foreign military support contracts, and inactivation programs.

He has served in a variety of ashore duties including industrial, fleet, program office and headquarters assignments in ship design and construction, maintenance, budgeting, and requirements. His previous tours include serving as commander, Naval Surface Warfare Center; executive assistant to Commander, Naval Sea Systems Command, and program manager of the Littoral Combat Ship shipbuilding program, where he achieved initial operating capability and conducted live fire test and evaluation for two ship variants, and helped stabilize the Littoral Combat Ship shipbuilding program.

Additional assignments include: Executive Manager for DoD’s Military Explosive Ordnance Disposal Technology and Training, requirements officer in the Office of the Chief of Naval Operations; chief engineer and post-delivery branch head for the DDG 51 Class; type desk officer for Commander, Naval Surface Forces, Atlantic, mine warfare; and Ship Superintendent and Destroyer Designed Guided / Guided Missile Frigate planning yard officer at Supervisor of Shipbuilding, Bath, Maine.

Under Galinis’ leadership, PEO Ships delivered 16 battle force ships across seven different ship classes, as well as over 750 boats and craft for the U.S. Navy, interagency and international partners. Additionally, PEO Ships placed under contract 31 ships and nearly 200 boats and craft during his tenure.  

Galinis will relieve Vice Adm. Thomas J. Moore as Commander, Naval Sea Systems Command on June 19.

As the new Program Executive Officer, Ships, Anderson is responsible for Navy shipbuilding for surface combatants, amphibious ships, logistics support ships, special mission ships, support boats and craft, and related foreign military sales.
