NEWPORT NEWS, Va. –- Capt. Andrew (Andy) P. Johnson relieved Capt. Jason M. Lloyd as Commanding Officer, Supervisor of Shipbuilding, Conversion and Repair, USN, Newport News, Virginia (SUPSHIPNN) on April 15th in a small ceremony attended only by immediate family members to allow for social distancing due to the COVID-19 virus.
Johnson returns for his third tour at SUPSHIPNN having previously served as Nuclear and Propulsion Assistant Project Officer on USS Carl Vinson (CVN 70) Refueling Complex Overhaul (RCOH) and later as the nuclear powered aircraft carrier (CVN) New Construction Project Officer overseeing the construction of both USS Gerald R. Ford (CVN 78) and Pre-Commissioning Unit (PCU) John F. Kennedy (CVN 79). His most recent assignment was as the Commanding Officer, Surface Maintenance Engineering Planning Program in Portsmouth, Virginia. In this capacity, he was responsible for the lifecycle maintenance and modernization planning for all non-nuclear surface ships in the U.S. Navy.
In his other assignments, he served as Machinery Division Officer, Reactor Controls Division Officer, and Reactor Training Assistant aboard the USS George Washington (CVN 73). He was the Operational Test Director for radar and navigation systems at Commander, Operational Test & Evaluation Force. During his first tour at SUPSHIPNN, he volunteered to serve on an Individual Augmentee assignment where he worked with the Army Corps of Engineers as the Electrical Transmission and Distribution Program/Project Manager for all projects in Iraq. He rotated to U.S. Fleet Forces Command, where he served as both the CVN and SSN Desk Officer, and Norfolk Naval Shipyard program manager. Johnson assumed the CVN/Amphibious Division Head position at Norfolk Ship Support Activity (NSSA). While at NSSA, Vice Adm. Kevin McCoy selected him to become a member of the USS San Antonio (LPD 17) crew, tasked with leading a team of engineers to correct issues that existed since ship delivery. Just prior to his first commanding officer tour, he rotated to Mid-Atlantic Regional Maintenance Center in Norfolk, Virginia, as the Waterfront Operations Officer, responsible for all non-nuclear surface ship maintenance in the port of Norfolk. He holds a Bachelor of Science in Electrical Engineering from State University of New York – Buffalo as well as postgraduate degrees in both Electrical Engineering and Naval Engineering from the Massachusetts Institute of Technology.
Recently selected for promotion to Rear Admiral, RDML (sel) Lloyd will be reporting to Naval Sea Systems Command, his third tour of duty at that location. As commanding officer at SUPSHIPNN, RDML (sel) Lloyd oversaw the commissionings of USS Gerald R. Ford (CVN 78), USS Washington (SSN 787), USS Indiana (SSN 789) and USS Delaware (SSN 791). He also supervised the deliveries of USS Indiana (SSN 789), and USS Delaware (SSN 791). SUPSHIPNN is currently providing oversight for the Gerald R. Ford-class new construction carrier, CVN RCOH, Virginia- and Columbia-class new construction submarine, in-service submarine repair and in-service CVN repair programs.
Supervisor of Shipbuilding, Conversion and Repair, Newport News, is the liaison between the Department of the Navy and Huntington Ingalls Industries – Newport News Shipbuilding, the company engaged in the design and construction of new nuclear powered submarines and aircraft carriers as well as the repair and modernization of submarines and aircraft carriers in the Fleet. It is the Supervisor's responsibility to administer all contracts, outfit the ships, assure the technical and quality assurance requirements of the contracts are met, ascertain satisfactory production schedules are maintained, and ensure the final product delivered to the Fleet is ready to sail "in harm’s way."
