Mr. Kolb entered Navy civilian service career in 1983 upon graduation for Stevens Institute of Technology with a BEEE degree as a project engineer, and eventually task manager, on the Integrated Cover and Deception (ICAD) program with the Naval Surface Weapons Center (now Naval Surface Warfare Center), Dahlgren, VA. Responsible for technical development, Navy training, support and operation of a large shipboard transmitter, including spending a substantial amount of time at sea working directly with Navy Sailors.
