Gary W. Kirkpatrick is a native of Leesville, Ohio, and a 1990 graduate of Case Western Reserve University.  He holds a Bachelor of Science Degree in Civil Engineering from Case Western Reserve, a Master’s Degree in Material Science and Engineering and a Naval Engineers Degree from the Massachusetts Institute of Technology.

After commissioning from the Naval Officer Candidate School in June 1990 he was assigned to Nuclear Propulsion Training.  Following completion of training, he was assigned to USS GEORGE BANCROFT (SSBN 643) and completed his sea tour on USS SIMON BOLIVAR (SSBN 643).  After completion of his sea tour he was assigned to US Strategic Command and was selected as an Engineering Duty Officer during that tour.  After completing his Engineering Duty Officer Qualification Tour at Supervisor of Shipbuilding, Groton, he was assigned to the Virginia Program Office where he served as the Test and Evaluation Manager.  He was next assigned as the Regional Maintenance Officer for Regional Support Group (RSG), Groton.   Following completion of his tour at RSG he became the Virginia Class Project Officer and Program Manager’s Representative at Supervisor of Shipbuilding, Groton.  In 2009 he assumed duties as the Repair Officer at Naval Submarine Support Facility, New London and served there until his retirement from active duty in 2013.  Upon retirement from active duty, he accepted a position with Supervisor of Shipbuilding, Groton as a Special Projects Engineer.  In 2014 he was selected for a position with the Advanced Undersea Systems Program Office working as the on-site representative in Groton, CT.  In 2015 he transitioned back to Supervisor of Shipbuilding, Groton as the Commissioned Submarine Project Director.  In 2018 he was promoted to the position of Executive Director of Supervisor of Shipbuilding, Groton.
