Captain Joseph Darcy, a native of Long Island, New York, graduated in 2001 from the United States Naval Academy with a Bachelor of Science in Ocean Engineering. He received a Master of Science in Transportation and a Naval Engineer degree from the Massachusetts Institute of Technology in 2009 and a Doctor of Philosophy in Mechanical Engineering from the Naval Postgraduate School in 2018.
CAPT Darcy served as First Lieutenant aboard USS Fitzgerald (DDG 62), and deployed in support of Operation Enduring Freedom. Following his tour in Fitzgerald, CAPT Darcy transitioned into the Engineering Duty Officer community and reported to the Supervisor of Shipbuilding, Puget Sound, where he served as Project Officer for combatant repair in Everett, Washington.
CAPT Darcy then served on the maintenance staff (N43) as Type Desk Officer for Commander, Naval Surface Forces Atlantic. During this tour, he was selected as an Individual Augmentee to serve U.S. Forces, Afghanistan in Kabul, Afghanistan as Operations Officer for Task Force P.O.W.E.R., an electrical and fire safety organization for U.S. bases in theater.
CAPT Darcy was selected to serve as the DDG 1000 Production Officer for the Supervisor of Shipbuilding, Bath, Maine, where he oversaw the construction, outfitting, assembly, and test of both DDG 1000 and 1001.
Following his Ph.D. at the Naval Postgraduate School, he served as Production Officer for USS Arleigh Burke Class Destroyer Shipbuilding Program Office (PMS 400D). CAPT Darcy most recently served as the Technical Director for Surface Ship Design and Systems Engineering, Naval Sea Systems Command Engineering and Logistics Directorate, NAVSEA 05.
He assumed command of Naval Surface Warfare Center, Philadelphia Division (NSWCPD) in March 2023.
CAPT Darcy’s personal awards include the Defense Meritorious Service Award, Meritorious Service Medal, Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (four awards) and various service and unit awards.
