MMNCM(SS) James L. Oxendine

Command Master Chief, NPTU Charleston

Master Chief Oxendine is a native of West Palm Beach, FL.  He enlisted in the United States Navy in September 1999 and completed basic training at Recruit Training Command, Great Lakes, IL.  He then completed Naval Nuclear Power School training in Charleston, SC followed by Nuclear Prototype and Engineering Laboratory Technician training in Ballston Spa, NY.

He reported in September 2001 to PCU JIMMY CARTER (SSN 23), Groton, CT as a member of Reactor Laboratory Division.  Following his promotion to First Class Petty Officer, he was selected to be the Engineering Department Training Assistant. He participated in the initial engineering testing program, christening, sea trials, commissioning, and homeport shift to Bangor, WA. He earned his submarine warfare qualification dolphins onboard USS MARYLAND (SSBN 738).

In 2006, he reported to Nuclear Power Training Unit Charleston, SC where he served as Crew Leading Engineering Laboratory Technician and Navy Training Assistant.

In 2010, he reported to USS HENRY M JACKSON (SSBN 730) where he served as Leading Engineering Laboratory Technician and Reactor Laboratory Leading Chief Petty Officer.  While onboard, he completed six strategic deterrent patrols.

 In 2015, he reported to Nuclear Power Training Unit Charleston, SC where he served as Leading Crew Chief and Staff Training Group. During his tour, he attended the U.S. Navy Senior Enlisted Academy where he graduated from Active Duty Class 199. 

After completing Engineering Department Master Chief course in September 2017, he reported to USS MINNESOTA (SSN 783) where he served as Engineering Department Master Chief completing the maiden and second deployments. During his tenure, the ship received the Battenberg Cup and three Battle “E" Awards.

In 2020, he reported to Commander Submarine Squadron Four where he served as the Engineering Department Master Chief. 

He reported onboard NPTU Charleston as the Plant Master Chief of Moored Training Ship 701 in 2023, and he assumed his role as Command Master Chief of NPTU Charleston in November 2024.

Master Chief Oxendine holds a Bachelor of Science in Nuclear Engineering Technology from Thomas Edison State University.

Master Chief Oxendine’s awards include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (Four Awards), Navy and Marine Corps Achievement Medal (Five Awards), Good Conduct Medal (Six Awards), and various unit, campaign, and service awards. Master Chief Oxendine resides in Summerville, SC.
