Mr. Douglas Marshall

Deputy Director, Navy Regional Maintenance Center

Mr. Douglas “Doug” Marshall reported as Commander, Navy Regional Maintenance Center (CNRMC) Deputy Director in June 2023.

Previously, Mr. Marshall served as the first Director of the Surface Analytics Group within Commander, Naval Surface Force Atlantic while also providing leadership in Surface Sustainment to Surface Forces.

In 2014, Mr. Marshall accepted appointment into the Civil Service as a Supervisory Program Analyst for Naval Sea Systems Command (NAVSEA) CNRMC.  He primarily oversaw Continental U.S. Forward Deployed (Mediterranean) and Forward Deployed Naval Forces Japan Regional Maintenance Centers as they conducted Chief of Naval Operations availability planning − integrating baseline, modernization and type command repair into a work package.  He also executed the Integrated Project Team Development program and conducted analysis for NAVSEA Flag/Senior Executive Service and higher-level queries, led the Availability planning aspects of the Maintenance and Modernization Summit, and transitioned the organization to the NAVSEA/SEA 21 data analytics environment.

Upon transitioning from the Navy in 2010, Mr. Marshall worked as a contract Senior Analyst, Instructor and Facilitator for the Navy Expeditionary Combat Command (NECC) Training Group. In this capacity, he supported initiatives including staff training, assessments, certifications and analytics for NECC forces in the Bold Alligator exercise; Southern / Pacific Partnerships; and Commander, Task Force 86 Defense Security Cooperation Agency and Navy leadership of the multi-service Joint Task Force Paladin explosive ordnance disposal response in Afghanistan.

His shore assignments included Bureau of Naval Personnel Enlisted Rating Assignment Officer (Pers-405), U.S. Fleet Forces Training Requirements and Assessments (N72) and Deputy Surface Ship Program Manager (N43) Executive Officer Navy Operational Support Center, Norfolk and Commanding Officer, Navy Operational Support Center, Richmond.

His sea tours included Division Officer (Electrical/Main propulsion) on USS John Rodgers (DD 983), Chief Engineer USS John Young (DD 973), Destroyer Squadron 23 N4 (Carl Vinson Strike Group), Cruiser Destroyer Group TWO Tomahawk Strike Officer (George Washington Strike Group), and Auxiliaries Officer USS George Washington (CVN 73).

Mr. Marshall is a 1989 graduate of the University of Virginia with a B.A. in Foreign Affairs.  A graduate of the United States Marine Corps Command and Staff College, he earned a master’s degree in Military Studies and is certified Joint Phase Military Education (JPME) Phase I.  He also holds a master’s degree in Management from Cambridge College.
