Mr. Cord Luby

Chief of Staff, Program Executive Office, Ships

Mr. Cord Luby currently serves as the Program Executive Office (PEO), Ships, Chief of Staff.  He provides direct support, strategic advice and counsel to the Program Executive Officer.  He also coordinates PEO Ships strategic mission initiatives and monitors mission-related procedures and processes to ensure clarity, efficiency and success.

Most recently, he served as Senior Program Analyst and Site Lead for OPNAV N80 Resourcing Branch, where he provided fiscal program analysis to support the development of the Navy’s Program Objective Memorandum across all OPNAV Resource Sponsor staffs. 

Prior to this role he was a Senior Military Operations Analyst for Intrepid, LLC.  He provided operational analysis for the post milestone C employment of the Army’s ACAT ID Integrated Air and Missile Defense Battle Command System.

Mr. Luby is a retired Navy Captain with 26 years of active duty service as a Surface Warfare Officer (SWO) with the last 7 years serving as a SWO Acquisition Professional.  His command tours include Commanding Officer of USS FORD (FFG54) and Commanding Officer of Naval Surface Warfare Center Port Hueneme Division.  He also served as the Assistant Program Manager for Distance Support and Fleet Liaison within PEO Manpower, Logistics and Business Solutions and Principal Assistant Program Manager for DDG 1000 Combat Systems within PEO Integrated Warfare Systems.

Mr. Luby is a 1991 graduate of the Naval Reserve Officer Training program at the University of Utah with a Bachelor of Science degree in Geography.  He holds a Master’s degree in Manpower, Personnel, Training and Management from the Naval Post Graduate School and a Master’s degree in Military Science from the Marine Corps Command and Staff College.  He is a DAWIA certified Level III in Program Management.
