Mr. Jeffrey Koe serves as the Division Technical Director for Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD). As the senior civilian at the command, he is responsible for the division’s technical capabilities, program planning, technical authority, workforce development and strategic investments in support of in-service engineering, test and evaluation (T&E) and integrated product support for surface warfare combat and weapons systems. Mr. Koe also serves as the Naval Sea Systems Command Warfare Center T&E Executive and fosters collaborative development of technically sound and effective T&E strategies, processes and policies to optimize, afford and sustain fleet support capabilities and performance.
From November 2014 to December 2021, Mr. Koe served as the department manager for NSWC PHD’s Littoral and Strike Warfare Department. In this role, he managed nearly 700-plus personnel and a $200-plus million annual budget. In addition, Mr. Koe directed the integration, T&E and life cycle engineering and logistics efforts for all littoral and strike warfare programs. He oversaw all efforts for weapons system elements such as Tomahawk, Gun Fire Control Systems, Over-the-Horizon Missile System and Harpoon, as well as the combat systems aboard Littoral Combat Ships, DDG 1000, Coast Guard Cutter and Frigate classes of ships.
Mr. Koe began his civil service career in November 1989, joining the Mark (MK) 41 Vertical Launching System (VLS) system engineering branch at NSWC PHD. From 1989 to 1999, he held a variety of lead engineering and technical positions in the MK 41 VLS program before entering management in July 1999. Between July 1999 and October 2003, Mr. Koe held branch manager positions for the advance systems and test branch, launcher fleet modernization branch and the availability integration branch. During this time, Koe was responsible for all MK 41 VLS software test activities, engineering efforts required for new missile integration into the MK 41 VLS inventory, MK 41 VLS modernization planning and installation efforts, and Aegis class ships availability planning and installation efforts.
In October 2003, Mr. Koe served as the system engineering and T&E division manager in the Littoral and Strike Warfare Department, managing and overseeing more than 200 personnel. He managed all systems engineering and T&E efforts for the Tomahawk, Littoral Combat Ship, advanced radars, DDG 1000, Coast Guard, Gun Fire Control Systems and Harpoon missile programs.
Mr. Koe holds a Bachelor of Science in electrical engineering from California Polytechnic State University, Pomona and a Master of Science in system architecture and engineering from the University of Southern California. He maintains a Level III DAWIA certification in engineering and is a vital member of the professional acquisition community
