PERFORMANCE ASSESSMENT DEPARTMENT

 

The Performance Assessment Department serves as the independent analysis and assessment agent across several warfare areas including Air Defense, Integrated Air and Missile Defense, Surface, Strike, and, Cyber. The department's expertise is utilized across unit level, multi-ship, and strike group compositions. The department has developed key information system capabilities (communications, computing, software, and instrumentation) to perform combat system and missile telemetry data management (DM), on-site data analysis (DA), and off-board worldwide data transfer across brown, green, and blue water environments. The advanced DM and DA capabilities support emerging combat systems, baseline upgrades, and regression testing. The department provides combat systems assessments and performance reports. This flexibility and depth provides Navy leadership with indices of combat readiness and identification of performance limiters and drivers across the lifecycle.

Core Functions

  • Serves as the Commander, Operational Test and Evaluation Force (COMOPTEVFOR) and Marine Corps Operational Test and Evaluation Activity (MCOTEA) trusted agent to support the assessment of the operational effectiveness and suitability of sensors, command and control, weapons, and combat systems
  • Serves as the collaborative analysis lead for Aegis, Common Aviation Command and Control System (CAC2S), Cooperative Engagement Capability (CEC), Cyber, DDG 1000, Interoperability, Littoral Combat Ship (LCS), and Ship Self-Defense System (SSDS)
  • Serves as the data repository for the programs supported
  • Serves as the Executive Agent for the Quantitative Fleet Feedback program
  • Serves as the analysis agent for Naval Surface and Mine Warfighting Development Center (NSMWDC) Surface Warfare Advanced Tactical Training (SWATT)
  • Develops, documents, and implements evaluation criteria, procedures, techniques, and analysis methodologies for assessing performance
  • Calculates metrics that provide the foundation for an objective assessment of performance
  • Documents the factors that limit combat systems effectiveness
  • Validates the effectiveness of corrective actions to improve systems performance
  • Develops, operates, manages, and maintains communication, computing, software, and instrumentation systems required for the collection and distribution of Navy, Joint, Missile Defense Agency, Foreign Military Sales, and coalition warfare system data
  • Deploys, operates, and maintains both fixed site and portable telemetry systems globally in support of telemetry data collection
