VIRGINIA BEACH, Va. (May 18, 2017) - Bobby Starks is awarded the Navy Superior Civilian Service Medal by John Fiore, Naval Surface Warfare Center Dahlgren Division Technical Director. Starks retired after more than 34 years as a Navy civilian.
