During the visit, Owens and Cramer met with senior leadership from PHNSY & IMF to assess progress on the Navy’s Shipyard Infrastructure Optimization Program and tour the shipyard’s dry dock areas that will be modernized beginning in 2023. Norfolk Naval Shipyard (NNSY) held a groundbreaking for its new production training facility July 1, which will consolidate training currently spread across 26 different NNSY locations and eight departments into a single 157,000 square-foot, $64.7 million dollar facility. Captain Douglas Lemon, USN

Captain Lemon was commissioned through the Naval Reserve Officer Training Corps in May 1989 following graduation from Rensselaer Polytechnic Institute, where he earned a Bachelor of Science degree in Computer Science. He also holds a Master of Science degree in Nuclear Engineering from the Massachusetts Institute of Technology and a Master of Business Administration from Virginia Polytechnic Institute and State University. Captain Lemon is an Engineering Duty Officer and is qualified as a Surface Warfare Officer. He is a member of the Acquisition Professional Community with level three certifications in Program Management and Production, Quality, and Manufacturing.
