Commander David Fowler graduated from the United States Naval Academy in 1994, earning a Bachelor’s Degree in Aerospace Engineering.

Commander Fowler’s at-sea assignments include First Lieutenant and Combat Information Center Officer in USS O’BANNON (DD 987); Reactor Electrical Officer, Electrical Officer, and Crew Engineer in USS CALIFORNIA (CGN 36); Operations Officer in USS McFAUL (DDG 74); Reactor Training Assistant and Assistant Reactor Officer in USS THEODORE ROOSEVELT  (CVN 71); and Executive Officer in USS BAINBRIDGE (DDG 96).

Ashore, CDR Fowler served as an NROTC Instructor at The Pennsylvania State University, Junior Board Member and Executive Officer for the Fleet Forces Command Nuclear Propulsion Examining Board (NPEB), and as a staff officer at the Allied Maritime Component Command Naples working in Plans Division overseeing Operations ACTIVE ENDEAVOUR and UNIFIED PROTECTOR.

CAPT Fowler attended the Pennsylvania State University, where he earned a Master of Engineering Degree in Environmental Engineering.

His personal awards include the Defense Meritorious Service Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal (five awards), and the Navy and Marine Corps Achievement Medal (four awards).
