NSWC Crane employee awarded for his leadership and dedication to his department

CRANE, Ind. – A Naval Surface Warfare Center, Crane Division (NSWC Crane) employee was awarded the Civilian Service Achievement Medal, which is the fifth highest honorary award within the Department of the Navy. Richard McGarvey received this award while serving as the Acting Deputy Department Director and Deputy Chief in the Contracts Department.

McGarvey was responsible for contracts worth over 100 billion dollars, growth of the Non-Federal Acquisition Regulations, and oversaw projects within the Office of the Secretary of Defense worth 575 million dollars.

Upon receiving this award, McGarvey stated that he was proud of the work that his department had been able to do considering the changes that they had gone through.

“While I am genuinely honored by the recognition this award brings, I really view this to be an acknowledgement of what the Contracts Department has been able to accomplish as a team while undergoing considerable change,” said McGarvey. “This award is a symbol of appreciation of our ability to continue to meet the needs of our customers while undergoing a shift in leadership and organizational structure.  We all understand that change can be uncomfortable, but with that change has come growth.”

McGarvey has spent most of his career in the Contracts Department, and over time, he has come to see his coworkers as family.

“I’ve spent over 33 years in the Contracts Department and I consider them a part of my family. While we understand that every family faces their own challenges, we also know that being a part of a family means that you rely on one another to be better which makes all of us stronger than we are as individuals,” said McGarvey. “I believe that is why we have been successful through a period of change and transition, and that is how we must continue to behave in order to continue to grow as individuals and as a team.”

Under McGarvey’s leadership, the Contracts Department had a successful NAVSEA Procurement Surveillance Program audit, planned and submitted a package for a complete reorganization of the Contracts Department, and mentored Division Managers within the department.

According to his citation letter, “Mr. McGarvey puts the mission and the people at the top of his priorities. His work ethic, subject matter expertise, and leadership skills provide all Contracts personnel with a role model to emulate.”
