Three Naval Surface Warfare Center, Crane Division (NSWC Crane) engineers, – Eugene Kremer, Edwin Rodriguez, and James Wolfley, were recently named 2021 National Society of Professional Engineers (NSPE) Federal Engineer of the Year Agency Winners. The Federal Engineer of the Year Award, sponsored by the Professional Engineers in Government, recognizes outstanding professional engineers employed by federal agencies and the military.
Kremer serves as the Chief Engineer for the AN/SLQ-32(V)7 in the Maritime Electronic Warfare Division at NSWC Crane. He has successfully coordinated a team of government personnel to complete the design, production and installation of the cooling system on United States (U.S.) Navy surface combatants. This new design has increased the reliability of the system to significantly improve system availability. Mr. Kremer was tasked with leading the In-Service Engineering Agent and Acquisition Engineering Agent through the Surface Electronic Warfare Improvement Program (SEWIP) Block 3 Electronic Attack (EA) system development. His technical leadership and close coordination with NSWC Crane, Integrated Warfare Systems 2 (IWS2), and the Original Equipment Manufacturer (OEM) has been instrumental in the overall success of the program. Kremer received his Master of Engineering in Mechanical Engineering degree from the University of Louisville. He also has a Bachelor’s Degree in Physics from St. Louis University.
Rodriguez serves as the Senior AN/SLQ-32(V)6 Engineer in the Maritime Electronic Warfare Division at NSWC Crane, where he is responsible for the leadership, oversight, and development of Electrical Engineers supporting the In-Service Engineering Agents (ISEA) that relate to the modernization of Electronic Warfare (EW) capabilities aboard U.S. Navy ships. He has designed and developed test events and procedures targeting the improvement of performance, reliability, and availability of multiple critical components in SEWIP. Rodriguez has managed a variety of performance, cost, and schedule risks in his program by proposing mitigation plans, risk monitoring strategies, and risk reduction actions. His work positively influenced the performance of over $30,000,000 worth of critical assets for the Surface Warfare Electronic Support Mission between 2018 and 2020. Mr. Rodriguez has a Master of Engineering Degree in Manufacturing Engineering from the Polytechnic University of Puerto Rico and a Bachelor of Science Degree in Electrical Engineering from the University of Puerto Rico, Mayaguez Campus.
Wolfley serves as the Senior AN/SLQ-32(V)6 Mechanical Engineer in the Maritime Electronic Warfare Division at NSWC Crane, where he has led multiple engineering investigations to address system corrosion, water intrusion, and mechanical failures. In each of these investigations he has provided expert knowledge and leadership that resulted in identifying the root cause and providing recommended solutions. Wolfley has become a subject matter expert on the mechanical system of the AN/SLQ-32(V)6, and through his leadership role as the (V)6 Senior Mechanical Engineer, he is instrumental in training his peers, student trainees, entry-level engineers, and experienced engineers. Wolfley has a Bachelor of Science Degree in Mechanical Engineering from the Rose-Hulman Institute of Technology.
