Undersecretary of Defense for Research and Engineering Dr. Michael D. Griffin presented Naval Surface Warfare Center (NSWC) Indian Head Explosive Ordnance Disposal Technology Division (IHEODTD) Systems Engineering Department Chief Engineer Frank Tse a Distinguished Service Award during the 2019 Science and Technology International Award Ceremony at the Pentagon, March 4.
The annual ceremony (formally the TTCP Awards Ceremony) honors and recognizes individuals and teams who delivered outcomes that encompassed a broad range of science and technology cooperation under The Technical Cooperation Program (TTCP), an innovation network between the United States, Australia, Canada, New Zealand, and the United Kingdom that collaborates in defense scientific and technical information exchange and shared research activities.
“Mr. Frank Tse is a Distinguished Service Award recipient recognized for his service over the last 20 years supporting The Technical Cooperation Program’s Weapons Systems Group,” his award justification states. “His leadership and technical expertise in the areas of structural analysis of solid rocket motors, service life assessment of missile systems, system safety, and mechanical and chemical properties of energetics shaped collaboration in solid rocket motor propulsion technologies, service life and safety of missile systems, and energetics.”
Tse began his career at NSWC IHEODTD in 1982 and has served as Chief Engineer in the Systems Engineering Department since 1998. He also serves as the current Navy panel member to TTCP Weapons Technical Panel 4. This is his first individual TTCP award for his work with the TTCP and fifth TTCP award overall.
NSWC IHEODTD — a field activity of the Naval Sea Systems Command and part of the Navy's Science and Engineering Establishment — is the leader in ordnance, energetics, and EOD solutions. The Division focuses on energetics research, development, testing, evaluation, in-service support, and disposal; and provides warfighters solutions to detect, locate, access, identify, render safe, recover, exploit, and dispose of explosive ordnance threats.
