NSWC Dahlgren Small Business Deputy Commended for Impact on NSWC Carderock

DAHLGREN, Va. – The deputy for small business at Naval Surface Warfare Center (NSWC) Dahlgren Division was recognized for acting as NSWC Carderock Division’s deputy for small business during an awards ceremony.

NSWC Dahlgren Division Commanding Officer Capt. Casey Plew presented Kris Parker with a letter of appreciation on behalf of NSWC Carderock Division Commanding Officer Capt. Cedric McNeal at the Sept. 19 event.      

“You selflessly supported Carderock by serving in this capacity, while also fulfilling your full-time role as NSWC Dahlgren Division’s DSB (deputy for small business),” stated NSWC Carderock Division’s previous commanding officer, Capt. Mark Vandroff, in his letter. He commended Parker for support from February to August 2019, filling a critical void after Carderock’s former deputy for small business departed.

Parker – as NSWC Carderock Division’s acting deputy for small business – was the reviewing official for most of the command’s DD 2579 forms. The form is an archival document that demonstrates maximum consideration has been provided for small business concerns. The form is required for all acquisitions – including orders placed against federal supply schedule contracts – totaling over $10,000. 

“Your efforts played an important role in the shaping of procurement outcomes to ensure continued small business contracting success at Carderock Division,” said Vandroff in the letter. “The success of NSWC Carderock Division’s small business program is in large part due to your support and quality of work.”

In all, Parker reviewed and approved almost 200 of NSWC Carderock Division’s DD 2579 forms.

Meanwhile, Parker approved and processed almost 900 forms representing similar individual efforts at NSWC Dahlgren Division. The command finished fiscal year 2019 with $358 million in total obligations to small business.
