NSWC Crane Attorney Receives Navy Meritorious Civilian Service Award

CRANE, Ind. – Randall Kemplin, an attorney at Naval Surface Warfare Center, Crane Division (NSWC Crane), received a Navy Meritorious Civilian Service Award last month for his “exemplary service” to Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic. It is the third highest Navy civilian award, and it is given for service or contributions resulting in high value or benefit to the Department of the Navy.

Kemplin’s Meritorious Civilian Service Award comes after he impacted $1.65 billion in contracts by responding to six protests at the General Accountability Office (GAO). According to the award letter written by SPAWARSYSCEN Atlantic Executive Director, Christopher Miller, Kemplin’s efforts saved the Navy “months of delay and additional cost to the Command and the Navy”.

“Your efforts ensured professional, timely, and detailed agency responses, refuting each and every allegation made in the various protests,” Miller wrote in the letter to Kemplin. “As a result of your efforts, the Command’s contract award decisions on five of the six protests were upheld, with prompt corrective actions based on your case review.”

Kemplin also successfully handled a protest override application, which allowed for continued help desk services while the contract was under protest at GAO. Kemplin’s efforts in this area resulted in the first granting of a stay override by SPAWARSYSCOM in over 10 years, ensuring uninterrupted help desk services to the Fleet.

“Your actions reflect great credit upon yourself, SPAWARSYSCEN Atlantic, SPAWARSYSCOM, and the United States Navy,” Miller wrote. “In all aspects of your work, you distinguished yourself as an extraordinary leader and public servant. You are highly deserving of this award.”
