Kraft assumes command of NSWC Indian Head EOD Technology Division

By NSWC IHEODTD Public Affairs

Capt. Scott Kraft relieved Capt. Vincent Martinez as commanding officer of Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) during a change of command ceremony here, Dec. 15.

Kraft most recently served as the Supervisor of Diving at Naval Sea Systems Command where he provided service for diving equipment, policies and procedures from basic research through prototype development, acquisition, publication and life-cycle management.

A native Californian, Kraft graduated from the United States Naval Academy in 1993 earning a Bachelor of Science degree in ocean engineering.  After initial training, he reported to USS Avenger (MCM 1) where he qualified as a special operations officer.  Subsequently, he trained at the Naval EOD School and graduated in 1996. Kraft is a 2002 graduate of the Naval Postgraduate School where he earned a Master of Science degree in defense analysis and a 2011 graduate of the Industrial College of the Armed Forces where he earned a Master of Science degree in national resource strategy.  He is qualified as both an EOD officer and joint qualified officer.

“I want to thank Vince for his superb leadership of this division and, together with [NSWC IHEODTD Technical Director] Ashley Johnson and the leadership team, for laying the foundation and developing a strategic plan that we will actualize and advantage,” said Kraft. “I stand excited, humbled and privileged to join the ranks of this division and do work that only we can do and work that we must do on behalf of our Navy and our nation.”

NSWC Commander Rear Adm. Tom Druggan praised Martinez on a job well-done and welcomed Kraft aboard.  “There is no better advocate for the EOD community. There is no one who is leading from the front more than Vince Martinez for all aspects of EOD,” said Druggan. “Scott: tall order to fill, big portfolio.  You’ll do great and I’m looking forward to working with you in the future.”

Martinez reflected on his time as commanding officer at NSWC IHEODTD and thanked the entire workforce for their determination and hard work throughout his tour. Martinez assumed command of NSWC IHEODTD, June 26, 2014. He next reports to Navy Expeditionary Combat Command in Little Creek, Va.

NSWC IHEODTD – a NAVSEA field activity and part of the Navy’s Science and Engineering Establishment – is a leader in ordnance, energetics and EOD solutions. The division focuses on energetics research, development, testing, evaluation, in-service support, and disposal; and provides warfighters solutions to detect, locate, access, identify, render safe, recover, exploit and dispose of explosive ordnance threats.
