DBIDS Credentialing Policy
Per CNIC policy, all contractors, vendors, and suppliers must obtain a Defense Biometric Identification System (DBIDS) credential for base access.

SWRMC only sponsors DBIDS for contractors assigned to SWRMC-administered contracts.
- All access requests—regardless of geographic location—must be submitted to the SWRMC Industrial Security Team by the Prime contractor.

Request Process – DBIDS Access
Subcontractors (SUBs) must route DBIDS requests through their Prime (PRIME). SWRMC only accepts submissions and inquiries from PRIMEs.
Steps:
1. PRIME/SUB: Complete CNRSW G2 spreadsheet and SECNAV Form 5512/1 for each individual.
2. SUB: Submit completed forms to PRIME with requested DBIDS dates.
3. PRIME: Validate performance of work under a SWRMC contract and submit forms to SWRMC with contract number and period.
4. SWRMC: Sends email receipt upon submission to CNRSW.
5. PRIME/SUB: Contact the Pass and ID Office to confirm DBIDS status. SWRMC is not notified of status or waivers.
DBIDS Validity and Updates
- SUB access: Valid for up to 1 year or until contract end—whichever is sooner. Reapply annually.
- PRIME access: Valid for up to 3 years or until contract end.
*Allow 48 hours from the time of submission to inquire about the status of your request if there has been no response from your base sponsor.
*To terminate a DBIDS credential, send an email to nbsdvcc_status@us.navy.mil with the individual’s full name and last four digits of their SSN, and CC the assigned SWRMC Base Sponsor for awareness.
*Additionally, submit ship access deletion requests to usn.san-diego-ca.swrmcsandiegoca.mbx.Swrmc-security-var@us.navy.mil to ensure removal of any access previously granted to the terminated employee.

Ship Visit Requests
Self-submissions are not permitted
Scope of Access Coordination
Industry Contractors: SWRMC processes all contracted Ship Maintenance and Modernization access lists for NBSD, NBC, NAB, NBPL, and Camp Pendleton.
Government Personnel: SWRMC also processes access for government staff supporting ship maintenance and modernization efforts.
SHVR Form
Use the latest SHVR form (updated 06/13/2025) (Click Here to Download)—required for both contractors and government personnel.

Submission Requirements
To be considered complete, a submission must include both the SHVR form and the required contract documentation.
Contract Documentation Required:
SWRMC does not retain copies of all government-issued contracts. You must include an electronic copy of the signed contract cover page and the Period of Performance (POP) page with your SHVR submission.

Non-SWRMC Access Lists are published every Monday, Wednesday, and Friday by COB.
Important: Notify the SWRMC Industrial Security Team of any changes, including contract expiration, loss of access requirements, or company debarment. Additionally, send ship access removal requests to usn.san-diego-ca.swrmcsandiegoca.mbx.Swrmc-security-var@us.navy.mil to ensure all access is properly revoked.

Classified Visit Access
Submit Classified Visit Requests via DISS with the following information:
- SMO Code: 552366
- SWRMC Point of Contact (POC)
- SWRMC POC Phone Number
- Visit Start and End Dates
- Reason for Visit
- Classification Level of Visit (if applicable)
Foreign Visit Requests
All visits involving foreign nationals must be coordinated through the visitor's embassy, in accordance with Navy International Program Office (NAVY-IPO) requirements and NISPOM Chapter 10, Section 5.
Canadian Visitors
Visitors from Canada must possess an approved DD Form 2345.
Note: Faxed or written letter requests are not accepted.
Commercial Shipyard Access
SWRMC does not grant routine administrative access for non-SWRMC visits to commercial shipyards. For access to commercial shipyards, contact the appropriate Shipyard Security Office:
