A native of Pennsylvania, Captain Francis E. Spencer received his commission from the U.S. Naval Academy in 1989. Selected for the Naval Nuclear Propulsion Program, he completed the nuclear training pipeline and served aboard USS Ulysses S. Grant (SSBN 631) and USS Francis Scott Key (SSBN 657) from 1991 to 1993, on which he was designated as Qualified in Submarines and as Engineer Officer.
