WASHINGTON NAVY YARD, Washington, D.C. – At a time when the pandemic impacted the nation’s economy, Naval Sea Systems Command (NAVSEA) exceeded its fiscal year 2021 small business goals. In fact, NAVSEA accounted for nearly one-quarter of the Navy’s small business obligations, issuing contracts worth $3.98 billion of the Navy’s $16.61 billion small business obligations.
NAVSEA’s Director of Office of Small Business Programs, Ms. Anne Bannister, said the NAVSEA small business performance rate reached a high 11.71 percent against the assigned performance goal of 8.7 percent. The Small Business Administration (SBA) assigns small business performance goals to all government agencies every year.
“The NAVSEA numbers would not have been possible without the support of senior leadership, Deputy Program Managers, contracting professionals, our field activities, the many small business advocates across the NAVSEA Enterprise and the dedicated staff of Small Business Professionals both at our Headquarters location and our 21 field activities,” Bannister said. “NAVSEA continues to show its commitment to small business inclusiveness and building a diverse and robust contractor base.”
According to the Department of Navy Office of Small Business Programs (OSBP) Fiscal Year 2021, Sept. 30 metrics report, NAVSEA also had the highest total small business obligations across the 10 Navy buying commands.
This is the third year in a row that NAVSEA also achieved all performance goals under the SBA designated socio-economic programs in the following categories; small disadvantaged business, women-owned small business, service-disabled veteran-owned small business, and historically under-utilized business zone.
Small businesses contribute to local economies by bringing growth and innovation to the community in which the business is established. In addition, small businesses tend to bring innovation and agility to the Navy and the warfighter while sparking competition leading to reduced cost for NAVSEA programs.
According to the SBA, the country’s nearly 30 million small businesses represent 99.9 percent of all U.S. businesses.
The SBA defines a small business as having 500 employees or less, and they serve as the building blocks of the largest U.S. corporations. Many provide opportunities for all people, particularly women and minorities.
NAVSEA Small Business started this fiscal year by hosting a Small Business Industry Day Oct. 6, where NAVSEA Industrial Operations, announced it anticipates awarding seven contracts totaling $44.9 million, and they anticipate all of these will be small business contracts
The event brought together Navy program managers and contracting officers wanting to team together with small, innovative businesses to support the Navy’s shipbuilding, cybersecurity and fleet maintenance requirements.
