Mark J. Samara

Technical Director, AEGIS Technical Representative

Mr. Samara began his career in 1984 with the Westinghouse Electric Corporation upon graduation from The Pennsylvania State University with a B.S.E.E degree. He started as an Associate Field Engineer on the Mine Emergency Operations Program supporting the Mine Safety and Health Administration (MSHA) and was responsible for operating a Seismic Location System to locate trapped miners underground. His career advanced to Senior Field Engineer/Team Lead providing in-country technical support and customer acceptance for various foreign military and civilian Radar/Air Traffic Control Systems in Bangladesh, Botswana, Egypt, and Mexico. During this timeframe, he was awarded the Westinghouse Electronics Systems Group Special Performance Award.

In 1996, Mr. Samara transitioned to Northrop Grumman working as a Senior Systems Engineer subcontractor to AEGIS Technical Representative (AEGIS TECHREP). He provided engineering support on system design, modification and retrofit for the AEGIS Program, in support of the Navy. He was also a Baseline Design Coordinator providing program management and support functions to government personnel. Mr. Samara was awarded an AEGIS Excellence Award during this tenure.

Mr. Samara was competitively selected in 2001 for an AEGIS TECHREP Supervisory Radar Engineer position. He was the Radar Branch Head responsible for two civilian engineers and ten Engineering Support Service contractors across USN, Foreign Military Sales (FMS) and Ballistic Missile Defense (BMD) projects. He was the on-site Navy manager for new AEGIS baseline development programs at Lockheed Martin Rotary and Mission Systems (LM RMS) in Moorestown, NJ for the development and computer program acceptance of AEGIS Baseline 7.1.

Mr. Samara was laterally transferred in 2006 to System Engineering Division Head. He was the supervisor for 18 civilian engineers and responsible for the tasking of 97 Engineering Support Service contractors, providing on-site technical oversight of the AEGIS programs at LM RMS in Moorestown, NJ. He managed project leadership across all USN, FMS and BMD programs for the Command. He worked directly with Headquarters personnel leading the Command effort for the PEO IWS 1.0 Deep Dive of AEGIS Field Support Activities, helped to revise AEGIS test methods and processes, managed AEGIS TECHREP personnel on assignment, and provided technical panel membership. He provided Command manpower recommendations with justifications for reconciling staffing levels with need, and hired Command personnel helping to shape the organization into the future.

Mr. Samara was competitively selected and promoted as the Technical Director, AEGIS Technical Representative in May, 2016. As Technical Director, Mr. Samara is responsible, along with his 37 member Technical Staff, for on-site technical management of all AEGIS USN, Foreign Military Sales, and AEGIS Ballistic Missile Defense Baselines, including System Engineering, System Acquisition, Test and Evaluation, and Logistics.

Mr. Samara is a member of the Acquisition Professional Community and DAWIA Level III SPRD&E - Systems Engineering certified.
