Meganne Atkins is the Executive Director for AUKUS Integration and Acquisition Program for the U.S. team delivering a conventionally armed, nuclear-powered submarines capability for Australia. She is responsible for oversees planning efforts that include future submarine design and construction, tri-lateral policy development, supply chain uplift, contract, development, infrastructure upgrades, and tri-lateral workforce planning. Ms. Atkins was promoted to the Senior Executive Service in December 2023 and has 18 years of civilian service.
Most recently, Ms. Atkins served as Deputy Program Manager for the Columbia Class Submarine Program Office (PMS397), managing the lead ship design, acquisition and construction efforts. She is considered an expert in all phases of DoD acquisition management for integrated combat systems and shipbuilding.
In 2017, Ms. Atkins was selected to serve as the Major Program Manager for Submarine Electromagnetic Systems (PMS435) directly responsible for three ACAT III Programs. In this position, she delivered state of the art Submarine Imaging, Electronic Warfare, and RADAR systems to the U.S. Submarine Force.
In 2014, Ms. Atkins joined Program Executive Office Integrated Warfare Systems (PEO IWS 5.0) as the Technical Director for Advanced Development. In this position, she directed the development of advanced capabilities for surface ship sonar, undersea surveillance and submarine sonar and combat systems.
In 2011, Ms. Atkins worked New Construction Shipbuilding delivering integrated Non-Propulsion Electronics Systems. In this position, she led the successful delivery of eight Virginia-Class submarines out of New Construction and Post Delivery.
Ms. Atkins has also served as the Small Business Innovative Research (SBIR) lead and worked at the Naval Undersea Warfare Center in Newport, R.I. where she held a number of engineering and management positions, including AN/BYG-1.
Ms. Atkins earned her Bachelor of Science degree in Computer Science from Stonehill College in Easton, Mass. in 2005 and a Master of Business Administration (M.B.A) from the University of Rhode Island in 2006.
