CODE 106 ENVIRONMENTAL, SAFETY & HEALTH:
- Ensures that SERMC employees have a safe working environment, while maintaining environmental compliance.
- Provide safety, emergency management, fire safety and environmental contractor oversite ensuring compliance with NAVSEA and Local Standard Items and OSHA regulations.
- Develop SERMC training programs for safety, emergency management, fire safety and environmental requirements.
- Manages safety, emergency management, fire safety and environmental programs (i.e., Hearing, Sight Conversation, Fall Protection, Confined Space, Respiratory, Fire Safety, COOP, Destructive Weather, Hazardous Material and Waste)
- Plans, executes and evaluates Validation and Full Scale Exercises shipboard.
- Provides Gas Free Engineering and Navy Competent Persons for Confined Space entry.
- Conducts mishap investigations and workplace inspections.
CODE 130 QUALITY ASSURANCE:
- QA focuses on Contractor and Code 900 Production procedures and processes approval and audits.
- Responsible for quality and integrity of controlled work packages, documents, validity and accuracy of technical documentation and for carrying out the execution of Non-destructive testing.
- These responsibilities include contractor quality system review, compliance audits, assessments and initiation of audit findings/corrective action.
- Management of SERMC’s Non-Destructive Testing (NDT) program, internal training and certification, NDT procedure reviews, NDT process /evaluations and initiation of audit findings/corrective action.
- Manage and supports compliance audit programs internal to the SERMC departments and in support of MSR, ABR, MSMO, Firm Fixed Price and Indefinite Delivery-Indefinite-Quantity (IDIQ) type contracts.
- Periodic Internal Audits for Quality compliance of SERMC departments and area Shipyards.
CODE 200 ENGINEERING:
- The Chief Engineer is the only SERMC authorized position authority to approve and/or seek adjudication of technical non-conformances.
- Ensure all technical documentation e.g., technical publications, drawings, technical standards, departure from specifications, etc. are available and maintained
- Provides certification of work accomplished on ships systems and components.
- Conduct certification of commercial dry-docks used for dry-docking US Naval vessels.
- Management and coordination Integrated Class Maintenance Plan (ICMP) providing coordination for TSRA visits, C5I Readiness Assessments, Ballistic Missile Defense Readiness Assessments (BMDRA).
- Engineering services for Hull, Machinery, Electrical, Electronic, Combat Systems.
- Board of Inspections and Surveys (INSURV).
- Tech Assists and Distance Support.
CODE 300 WATERFRONT OPERATIONS:
- Primary function is to ensure the success of scheduled availabilities and emergent repairs.
- Manage ship repair contracts by progressing and monitoring shipboard and shop work so as to anticipate, prevent and minimize delays for on-time completion.
- Acts as business agent for SERMC with other activities for all assigned ships maintenance actions.
- Responsibility for advance planning and execution of maintenance and modernization actions.
- Prepares Work Specs with time and cost estimates for CNO, CMAV and Emergent work for contracts.
- Monitor contractor repairs, quality, schedule, safety and cost on ship and in the shops.
- Train Engineering Duty Officers in all aspects of ship maintenance and Drydocking qualifications.
- RMMCO functions as gate keeper for visiting ALT & AIT Team coordination installs on MYPT ships.
- Conduct F2F meetings prior to, during and post avails for SERMC, Ships Force and Contractors.
CODE 400 CONTRACTS:
- Contracting to support maintenance: repair, modernization and decommissioning on homeported and visiting ships and vessels.
- PCO (Procurement) duties: solicit and award contracts for ship and vessel maintenance.
- ACO (Administrative) duties: administer contract performance on ships and vessels.
- Execute both cost and firm-fixed price contract types.
- Manage NAVSEA awarded contracts including the Multi-Ship Multi-Option contracts and Services contracts in SeaPort.
- Develop/execute a cost monitoring program for contractor direct and indirect costs.
- Perform Industrial Property Management and Clearance for contracts administered by SERMC.
- Evaluate contract Requests for Equitable Adjustment and claims and provide Command position regarding entitlement determinations and amounts.
- Analyze invoices, material lists and cost reports to ensure accurate pricing and payment.
- Finalize contracts at the end of the period of performance for close-out.
CODE 500 FLCJ:
- Procure, expedite, receive, store, issue and dispose of all government furnished material.
- Provide Integrated Logistics Support assistance to ships. The ship when completing a specified availability has logistics and maintenance support that accurately reflects the ship’s true configuration.
- Responsible for receiving, storage and shipments of government material
- Provide DLR support and overall management for receipt, processing, and turn-in of DLR carcasses to ATAC Hub for the command.
- Provide shipping services, ensuring all materials are safely and correctly shipped to proper destinations (i.e., DRMO, MTIS, FISC, FEDEX, etc).
CODE 600 FINANCE:
- Overall financial management responsibility for the command.
- This includes managing budgetary controls, obligations, accounting and liquidation of all funds received for mission and ship repair, as well as any direct cite and reimbursable funding received from other activities.
- Coordinates financial submissions, reporting and forecasting for Capability Planning, financial resource projections, and executions.
- Manages all activities related to civilian timekeeping and payroll, travel (both PCS and TDY) utilizing the Defense Travel System (DTS), and the Government Commercial Purchase Card (GCPC).
- Prepares reclama to budgetary issues, conducts and submits Mid-Year Review responses to FFC.
CODE 800 Maintenance Execution Team (MET):
- SERMC MET is focused on conducting “plus checks,” onboard Littoral Combat Ship (LCS).
- Conducting over 86% of all LCS PMS plus checks, consisting of planning, estimating, material procurement, execution and work package closeout.
- Training of Sailors is vital part of the METs mission; Sailors achieve qualifications that range from 3M Maintenance Man and QA craftsman through more extensive Journeyman qualifications.
CODE 900 PRODUCTION:

- Provides NAMTS, BFIMA qualification training program for Sailors.
- Ship Superintendents interface with WFO Maintenance Teams and PENGS for I-Level ship repair.
- Provide MAT (Material Assist Teams) to assist and train SF in conducting maintenance on specific systems.
- Provide in-shop training for ships force personnel to learn overhaul and refurbishment techniques.
- The Production Officer with the Production Deputy manages and administers the assigned military programs.
CODE 1100 CORPORATE OPERATIONS:
- Provide administration, Facilities, Security and Training Administration for SERMC departments.
- Manages command facilities planning and implementation and routine repairs and upgrades.
- Manages the security clearance process for all personnel; liaison with DONCAF for resolving issues with clearance applications.
- Maintaining visitor and access control to the building for the command.
- Manages responsibilities for all MILPERS cases including acting on appeals of Non-Judicial Punishment.
- Serves as command training administrator; collects information from Individual Development Plans.
- Manages the Staff Activity Manpower Document (AMD) authorization and manning.
- Manages all Front Door Requests for the Command Coordinates metric data collection. Maintains history, trend data & Avail performance for home ported ships.
- Develop briefs for command and maintenance team meetings.
- Create and maintains Port Loading information for SE ships and Workload Forecasting data.
- Responsible for managing the commands Information Technology systems.
