Gemma M. Meloni

Deputy, Aegis Technical Representative

Ms. Gemma M. Meloni began her federal career at the Naval Surface Warfare Center - Philadelphia in 1983. As a senior Material Engineer she was responsible for a variety in-service corrosion and material failure investigations on the USS TICONDEROGA (CG-47) class, the Landing Craft Air-Cushioned (LCAC) and TRIDENT and LOS ANGELES Class submarines. Her direct fleet support included shipboard engineering analysis of seawater systems, the development of procedures of the application of metallic coatings, and Mil-Spec material substitution, re-write and review.

Ms. Meloni transitioned to NAVSEA Washington, DC Headquarters in 1999 and her responsibilities included her roles as the Science, Technology, Research and development Manager for PEO Aircraft Carriers, a position which she established for the PEO. She was both the SEA Shield and FORCENET Program Manager for the Naval Capability Pillar Assessment Program, SEA06P and she is a graduate of the 30 month NAVSEA Commander's Development Program (CDP) which she completed in 2003. During her tenure in CDP her assignments included assistant Action Officer for Ships, OUSD AT&L Naval Warfare, a Senate Personal Staff Congressional Fellowship on Capitol Hill and completion of the Harvard University "Program for Management Development". She joined SEA 05Q in December 2003 as the Program Manager for Systems Engineering Technical Authority, Specification and Standards Revitalization Program. After two years she was promoted to the position of Command Standards Executive and group director, NAVSEA 05Q. In 2007 Ms. Meloni became the Deputy Department Head of the Ship Systems Integration and Design Department of the Carderock Division, Naval Surface Warfare Center. In this position she was responsible for coordinating the activities of the four divisions in a department of over 325 people. In addition she was involved in several important collateral assignments including the development of a process improvement plan for the entire 2,000 plus person division titled the "Division Processes Management System".

Currently, as Deputy Aegis TECHREP Ms. Meloni is focused on command leadership, organizational excellence, communication with external stakeholders, and the fundamentals of day-to-day management and personnel development of the civilian workforce. The Business Operations Division Head, the Security Manager and the Information Technology Manager report to her directly. She along with the Commanding Officer, Executive Officer, and Technical Director comprise the AEGIS TECHREP Senior Leadership Team.

She is a member of the American Society of Naval Engineers. Ms. Meloni has a Bachelor's Degree in Materials Engineering from Drexel University and is pursing a Master of Engineering in Systems Engineering from Johns Hopkins University. She is a Systems Planning Research Development and Engineering and Program Management Level III certified acquisition professional.
